This position is located on United States Department of Agriculture (USDA) Departmental Administration (DA), Office of Operations (OO), Technology & Accessible Resources Give Employment Today (TARGET) Center/Interpreting Services Offices.
The purpose of this position is to ensure greater access to training and support services for individuals who are deaf, deafblind, and hard of hearing, supervisors, and program managers to obtain, regain or maintain employment.

Duties
Serving as the Program Manager for the department Sign Language Interpreting Services Program.
Providing advice and guidance to organization management officials relating to the Sign Language Interpreting Services Program, the Program’s requirements, and operating budget.
Overseeing the performance of department Sign Language Interpreting Services contracts to ensure the availability of sign language interpreting services.
Requirements
- You must be a US Citizen or US National.
- Males born after 12/31/1959 must be Selective Service registered or exempt.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions and specialized experience, as defined below.
Time in grade:
Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
Specialized Experience:
GS-13: One year of specialized experience, equivalent to the GS-12 level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped the candidate with the particular competencies to successfully perform as a Management and Program Analyst. For this position, the specialized experience is:
(1) Directing the capture, reporting, and analysis of statistical data relating to the disability program's operations and performing special studies regarding this data.
(2) Reviewing productivity in all program areas, monitors and resolves program constraints, and conducts comprehensive evaluations of the program, and identifies areas where operational efficiency can be enhanced.
(3) Managing vendor and contractor services and agreements, manage performance reviews and service provider practices, and reviewing proposals.
