You will serve as a NUCLEAR ENGINEER in the NUCLEAR ENGINEERING AND PLANNING DEPARTMENT of PSNS and IMF.

Duties

You will provide project coordination of engineering and planning functions, to include a complete and thorough engineering review of all approved work entering the Department. You will prepare management plans for assigned projects, addressing project objectives in terms of time, cost, and quality, and obtain Nuclear Engineering and Planning Manager's approval for these plans. You will monitor performance of reactor plant work, identify problems, evaluate alternate approaches to work performance, and provide direction to appropriate Shipyard managers responsible for this work. You will coordinate action leading to and obtain approvals for critical reactor plant operations, including coordination across organizations to support the certification of reactor systems or components. You will prepare or direct development of comprehensive project reports for Shipyard management and Headquarters.

• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

In addition to the Basic Education Requirements for the position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower grade level: For the GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector as a professional engineer, developing and reviewing engineering instructions to provide technical direction and/or problem resolution in support of overhaul or maintenance of submarine and/or surface ship projects. For the GS-13: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector as a professional engineer, analyzing and modifying procedures, assessing standards or contracts for nuclear testing and/or maintenance of naval nuclear reactor plants, or naval propulsion plants, to identify and correct operational deficiencies for quality assurance. Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
