The primary purpose of this position is to plan, direct and organize workflow and taskings for the Dept of the Air Force Director of Staff Executive Secretariat (SAF/DSE). Provides technical support and guides the Dept of the Air Force (DAF) through development and implementation of correspondence, records management, security processes, management policies and procedures.
Duties
Organizes, leads, and directs the activities of the Information Workflow Management group within the Department of the Air Force Executive Secretariat (SAF/DSE), ensuring compliance with key legal and regulatory requirements and meets customer needs.
Performs special projects, initiatives and assignments. Responsible for complete execution of the assigned special projects.
Advises and directs Information Technology initiatives and collaboration with DoD civilian and contracting personnel in the design, implementation, and maintenance of an enterprise, Web-based correspondence management, and tracking system.
Supervisory personnel management responsibilities.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience include gathering, analyzing, and measuring the effectiveness, and efficiency of organization and Department of the Air Force Headquarters Staff offices functions; developing and implementing administrative and operation policies, procedures; programs and surveillance of operations; applying a wide range of qualitative and/or quantitative methods for the assessment of data and improvement of program effectiveness; conducting research and analysis of complex administrative programs, information management, business process and organizational staffing in support of senior leaders; and work that has provided mastery knowledge of a wide range of specialized areas within the DAF, Department of Defense command and organizational structure, and related organizational management, strategy, and communications as well as extensive knowledge of program management strategies and concepts related to Department of Air Force military structure and missions.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
In-depth knowledge of management planning policies, practices, regulations, and laws associated with the organization's structure, mission, functionality, capabilities, and limitations related to key staff level functions.
Thorough knowledge of personnel management, EEO, and safety and security regulations, practices, and procedures.
Comprehensive knowledge and technical skills to identify development goals and objectives, develop comprehensive project plans and when necessary direct ad hoc teams.
Skill to communicate both orally and in writing, clearly, concisely, and with technical accuracy and persuasively interact with other senior management to negotiate major issues of importance.
Skill to supervise, plan, organize, motivate, and appraise the staff of an organization as well as skill to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources; including skill to recognize and clearly define program deficiencies that may be eliminated through improvements or risk mitigation.
Ability to apply a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness using comprehensive knowledge of the range of administrative laws, policies, regulations, and precedents applicable to the administration of one or more important public programs.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
