This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Mission Support Positions (STRL) to recruit and appoint qualified candidates to positions in the competitive service. About the Position: The Chemical Biological Center (CBC) is the nation's principal research and development resource for non-medical chemical and biological defense.

Duties

Perform technical automation software development for the CCDC Chemical Biological Center. Analyze requirements and options for assigned functional area to plan for software and equipment upgrades, product releases, user enhancements, significant operating system upgrade, or other similar major automation projects. Work routinely with various levels of CCDC Chemical Biological Center personnel to plan, develop, test, debug, install and maintain various software applications. Develop software for automatic data collection, automatic reporting, and for exchange of essential data with other government agencies. Develop test problems and conditions to insure the adequacy of all manual and machine processes included in the system. Identify and analyze technical trade-offs against optimum system integration, user functionality and resource utilization.

• This is a Defense Acquisition Workforce (AWF) position: ENGINEERING AND TECHNICAL MANAGEMENT - FOUNDATIONAL LEVEL I - Certification must be met within 3 years.

Specialized Experience: One year of specialized experience which includes: 1) Conducting software architecture design, software development, project requirements gathering and documentation, software versioning controls, database design and database development; 2) Providing product development technical direction and/or advice based on software best practices; AND 3) Communicating with internal and external stakeholders to accomplish the organizational mission related to software development. This definition of specialized experience is typical of work performed at the next lower grade level/position in the federal service (GS-11). The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others.
