About the Position: This position is located at Fort Sam Houston, Texas and serves as Supervisory Facility Operations Specialist under the general supervision of the Medical Center of Excellence Deputy, Assistant Chief of Staff for Logistics and Facility Management.
Duties
Develop policy and guidance for and in support of major construction programs, master planning, and real property accountability.
Oversee development and coordination of capital investment plans for military training facilities world-wide.
Manage a multimillion dollar annual budget in directing Sustainment, Restoration and Modernization programs.
Supervise technical quality assurance personnel who are responsible for evaluating the performance of contractors providing facilities engineering services related to Facilities Management.

Individual Occupational Requirements
Education: Undergraduate and Graduate Education: Major study -- engineering, industrial arts, property management, or business administration.
OR
Specialized Experience: Experience that provided a knowledge of the practices and procedures related to property management, maintenance, materials requirements, and building operation and repair. This experience may have been gained in work such as budget or report preparation, maintenance of property and financial records, or trades or crafts work requiring technical knowledge or judgment.
Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs.
Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans.
Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project.
Specialized Experience: One year of specialized experience which includes applying facility administration principles, concepts, and practices to engage in planning and/or designing new construction, renovation, and improvements projects for medical and training specific requirements; managing day-to-day operations, maintenance, repair and construction of all buildings, grounds and mechanical equipment, housing, medical, dental, and veterinary personal for health care facilities; developing project priorities regarding construction, maintenance, repair of structures, engineering programs, technical review of architectural, plumbing, electrical, engineering, mechanical and fire safety plans unique to health care facilities; conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans; managing an annual budget for directing Sustainment, Restoration and Modernization programs for the organization. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-12.
