This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Business and Technical Management Professional Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: The pay band NH-03 includes the General Schedule grade equivalent to GS-12 to 13. Other initiatives under the Acquisition Demonstration Project include simplified classification, streamlined hiring process and expanded developmental opportunities.
Duties
Serves as a procurement analyst in the Business Systems directorate whose primary goal is to deliver the next generation of contracting writing system to the Army Contracting Enterprise.
Assists in developing contracting processes and procedures for the Department of Defense concerning all contracting functions related to current and future business systems.
Responsible for managing all aspects of the communication, training and adoption management requirements to senior leader, users and stakeholder engagement.
Responsible for developing, evaluating and reviewing functional requirements, training and communication activities to assess their efficiency and effectiveness.
Serves as a technical authority on DA procurement, especially matters dealing with installation and contingency/mobilization contracting.
Requirements

- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for Professional certification in the Acquisition Career Field Contracting within 36 months of entrance on duty.
- Selectee must be able to obtain and maintain a Secret security clearance.
- Business travel required up to 25% of the time.
- This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Procurement Analyst:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience at the next lower grade NH-02 or equivalency which includes:1) Experience executing training strategies to contracting professionals. 2) Experience communicating contracting requirements and activities to leadership. 3) Experience providing guidance on contracting matters to customers; and 4) Experience recommending contracting, acquisition, or business management policies and procedures for the organization.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02.
Education
