Duties:
WHAT DOES A HUMAN RESOURCES SPECIALIST DO?
As a Human Resources Specialist, you will provide comprehensive and authoritative staff assistance in in the human resources development discipline. You will serve as a technical expert responsible for devising human resources development (HRD) strategies, policies, and programs for Service wide application. Using a mastery of HRD principles, concepts, practices, laws, and regulations and consultative skills, you will perform expert administrative, evaluative, or technical work concerning human resource development and employee training program activities Service wide. In addition, you may complete a variety of analytical studies or projects relating to substantive, mission oriented, HRD programs for the Internal Revenue Service. The studies or projects involve complex programs, systems, or issues and have impact on multiple IRS locations and/or organizations. You may serve as an instructor for human resources, leadership, or other training courses.
Meet with managers and executives within the Service to define the overall goals and objectives of the program and project responsibilities.
Serve as an HR Specialist and leader for the program area and assigned projects, providing
expert advisory and consultative service on human resources issues and special assigned
projects. Participate in the planning, analysis, and decision-making processes for the
development and delivery of training courses. As a Human Resource Specialist:
Design and develop programs and course materials; determine course objectives; and identify related knowledge, skills, and abilities which lead to the achievement of training objectives.
Plan and develop lesson plans to use diverse instructional methods to present subjects in a
variety of venues including classroom, virtual, eLearning and practical application sessions.
Conduct program reviews to analyze course and training effectiveness, including data from
level 1-4 evaluations and identify and implement course improvements.
Establish a system to schedule, review, control, and report on project statuses. Prepare action plans and schedules for program/project accomplishment.
Research regulations, policies, and standards. Conduct extensive research of project data,
requirements, and impact; analyze results and the application of appropriate regulations and
policies to develop recommendations. Provide briefings and present recommendations to
high-level management.
Utilize comprehensive knowledge of the range of laws, policies, regulations, and precedents and industry standards applicable to human resources development to strategize, plan, coordinate, and establish operating methods and procedures.
Use initiative to adapt or refine broader guidelines to resolve complex issues, research education trends and patterns, develop new methods and criteria, and/or propose new policies and practices regarding training instructional design.
Prepare HR Development directives, IRM issuances, memoranda, policy statements, and other written guidelines and recommendations relating to the project. Provide briefings and present recommendations tohigh-level management.
Travel Required: Occasional Travel 1 to 5 nights per month.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS- 12 LEVEL: To be minimally qualified for this position at the GS-12 level, you must have at least one year of specialized experience equivalent to the next lower level (GS-11) in the normal line of progression. Specialized experience includes: Experience utilizing the laws, theories, principles, and practices of at least one area of human resources (e.g., hiring and recruitment, labor/ employee relations, payroll, etc.) with an understanding of the full range of interrelationships of human resources management programs sufficient to provide integrated solutions to employee relations problems/issues; comprehensive knowledge of the functions and relationships of a human resources program; experience with communicative techniques in order to effectively meet and deal tactfully and persuasively with others to resolve issues which are sensitive and occasionally controversial in nature and to maintain harmonious relationships with all parties. Skills in consulting and facilitation techniques and methods.
GS-13 QUALIFICATIONS: To be minimally qualified for this position at the GS-13 level, you must have at least one year of specialized experience equivalent to the next lower level (GS-12) in the normal line of progression. Specialized experience includes: Experience that demonstrates expertise in applying a wide range of advanced laws, theories, principles, and practices of at least one area of human resources (e.g., hiring and recruitment, labor/ employee relations, payroll, etc.) with an understanding of the full range of interrelationships of human resources management programs sufficient to provide integrated solutions to employee relations problems/issues; comprehensive knowledge of the functions and relationships of a human resources program as well as internal and external functions and relationships; experience demonstrating extensive skill with communicative techniques in order to effectively meet and deal tactfully and persuasively with others to resolve issues which are sensitive and occasionally controversial in nature and to maintain harmonious relationships with all parties. Expert skill in consulting and facilitation techniques and methods.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
