This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as the organization's budget technician/administrative support assistant, providing assistance to the Branch Chief, and/or Administrative Officer Section Chiefs on administrative support services.

Duties

Prepares critical inputs to current and out-year submissions for support, civil works, and customer-funded programs. Assists the unit's property manager and coordinates with the supply technician and all hand receipt account holders to manage property and to develop and administer internal procedures for assigning and accounting for property. Supports management in matters pertaining to personnel management. Coordinates with appropriate offices on routine staffing, actions pertaining to recruitment, classification, training, promotion, reassignment, and separation of civilian personnel. Develops spreadsheets and databases to capture, sort, and analyze financial and manpower data.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Minimum Qualification for Budget Technician Position: GS-05: Specialized Experience: One year of specialized experience which includes: 1) Assisting in the preparation or verification of travel documents AND 2) Answering inquiries concerning budget, training, purchase requests, and administrative functions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04). OR Education: Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages. GS-06: Specialized Experience: One year of specialized experience which includes:1) Performing a variety of financial transactions in a financial system; 2) Using a variety of computer programs and software to prepare budget reports; AND 3) Composing correspondence explaining budget or cost reports for projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-5). GS-07: Specialized Experience: One year of specialized experience which includes:1) Performing financial and administrative support duties; 2) Preparing annual operating and project budgets; 3) Using an automated financial management system to prepare funding support documents; AND 4) Providing financial management advice to supported managers. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-6). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this position at the GS-06-07 grade level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
