This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: As a Budget Technician, you will provide assistance to the organizational supervisor with support services related to travel, budget administration, resource management, and property management.
NOTE: Management may make a selection at the GS-05, GS-06 or GS-07 grade level.
Duties
Maintain records on time, travel, training and procurement.
Prepare the annual operating and project budgets in final format by compiling and consolidating program and cost data from project personnel, past expenditures and projected expenses.
Review budget requests, line items, etc., to assure that the items and amounts estimated are within established guidelines.
Receive incoming calls from diversified sources, such as civilian government officials and the general public, and refer to appropriate superiors.
Serves as Travel Coordinator.
Manually input time and attendance into the computerized payroll system for the section.
Monitor execution of the budget after approval by tracking project expenditures as well as expenditures by other organizations against project accounts to insure the project stays within authorized ceilings.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This is a Financial Management Level 1 Certified position. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
- Must be proficient in typing and be able to type 40 words per minute.
- This position may require business travel to other duty locations is required 10% of the time.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Minimum Qualification for Budget Technician (OA) Position:
GS-05: One year of specialized experience which includes: 1) Assisting in the preparation or verification of travel documents; 2) Answering inquiries concerning budget, training, purchase requests, and administrative functions; and 3)Entering data into an automated financial system. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04).
OR
Education: Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages.
GS-06: One year of specialized experience which includes: 1) Performing a variety of financial transactions in a financial system; 2) Using a variety of computer programs and software to prepare travel and budget reports; and 3) Composing correspondence explaining budget or cost reports for projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05).
GS-07: One year of specialized experience which includes: 1) Performing financial, travel, and administrative support duties; 2) Preparing annual operating and project budgets; 3) Using an automated financial management system to prepare funding support documents; and 4) Providing financial management advice to supported managers. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this position at the GS-06/07 grade level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
