The incumbent serves as the Administrative Officer in the Business Operations Department of the Business Office within the Syracuse Veterans Affairs (VA) Medical Center. The Administrative Officer holds responsibility and accountability for all issues affecting the Business Operations Department in consultation with the Business Operations Manager.
Duties
Duties include, but are not limited to:
Budget management, productivity improvement, management controls, and short and long-range planning.
Serves as a major administrative and management advisor for the Business Operations Manager.
Supports overseeing the administrative and budgetary operations of the Community Care Program to ensure optimum use of resources to provide the highest quality of care and most effective utilization of resources.
Conducts daily monitoring of scheduling management, coordination, and analysis of the Community Care program.
Meets the overall needs of the patient, local community providers and VA providers in a timely, efficient manner.
Performs cost analysis to guide conversation to determine the development of either internal or external resources recurring on a cyclical basis as the landscape changes.
Develops procedures and systems for establishing, operating, and assessing the effectiveness of the Community Care Program and the accomplishment, evaluation, and/or monitoring of audits, performance monitors, or management internal control reviews.
Ability to independently perform work in conformance with all directives, regulations, and VA policies.
Must meet the needs of customers while supporting VA missions; consistently communicate and treat customers in a courteous, tactful, and respectful manner, provide customer with consistent information according to established policies and procedures, and handle conflict and problems in dealing with customers constructively and appropriately.
Liaison between the Third-Party Administrator (TPA) and the VA, identify care coordination efforts, validate Veteran's eligibility and demographics, and point staff to training resources as needed.
Serves as the Acting Community Care Program Manager when the Business Operations Manager is absent from duty.
Performs other duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: M-F 8:00 am - 4:30 pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/15/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. GS-7 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: Broad knowledge of VA, Joint Commission Health Care System regulations, standards, policies, and procedures in order to advise on and interface the clinical and administrative functions, Expert knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs. Thorough knowledge of principles of cost benefit analyses in order to analyze the effect of new clinical programs or organization changes of the Medical Center's cost and the quality of patient care, Complete knowledge of budgeting concepts and procedures, knowledge of methodologies for determining unit costs, and understanding of procedures for forecasting workload, Expansive knowledge of personnel, budget, and procurement regulations in order to participate in committee actions and recommend actions on professional appointments, budgets and procurement of supplies, equipment, and services, Mastery of skills in public relations (including oral and written skills), in order to optimally disseminate information, resolves queries and handles administrative functions.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a bachelor's or equivalent graduate degree, or 4 full years of progressively higher-level education above high school leading to such a degree, or an LL.B. or J.D. in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation.

Combination: Applicants may also combine education and experience to qualify at this level. You must possess equivalent combinations of successfully completed graduate level education (in excess of the first year or 18 semester hours) and specialized experience to meet total experience requirements.
