About the Position: Performs technical engineering, preliminary and final design, layout, and specifications for a variety of complex flood control, environmental restoration and other civil works projects. Coordinates with representatives of other elements and organizations participating in the design of the project, resolving conflicts and/or differences when they occur.

Duties

Incumbent must be experienced in operation of and have a good working knowledge of the features and capabilities of the Bentley MicroStation Computer Aided Design and Drafting (CADD) system. Furnishes continuing technical guidance to lower graded technicians and advises engineers on a variety of technical matters such as overall geometry of the projects and various details which must be incorporated into the design. Independently prepares design details, layouts and plans and specifications for all engineering features of civil works projects. Develops preliminary and final design features of civil works projects using the full complement of Bentley MicroStation CADD system. The incumbent is an expert on sequencing and laying out of the plan of action and schedule of events for design and construction of complete civil works projects or major components of large civil works projects of considerable complexity.

Duties require a specialized knowledge of civil engineering design principles and construction practices, gained through a combination of extensive on-the-job practical experience, formal education and training in engineering subjects applicable to work performed. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09/10***). For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: DesignTechnical CompetenceTechnology Application Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09/10)*** (see below). ***Experience level required for promotion in one-grade interval series. In a one-grade interval series, experience at the second lower grade level can be credited when there is no position in the normal line of progression that is one grade lower than the position being filled.
