You will serve as a FINANCIAL MANAGEMENT ANALYST in the OFFICE OF THE COMMANDING AND EXECUTIVE OFFICER, of NAVAL FACILITIES ENG COMMAND HAWAII. Salary GS 09 - $62,517 - $81,272 Salary GS 11 - $75,640 - $98,330

Duties

You will implement legal and regulatory controls over approved budgets. You will provide advice on effective and efficient methods for the acquisition and use of funds to supports the organization's programs and activities. You will evaluate budget request, controls, and reports of obligations and expenditures. You will formulate budget and cost estimates to support plans, programs, and activities of the organization. You will present and defend budget estimates before authorities. You will perform a variety of other fiscal, accounting, or financial duties and responsibilities.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • The incumbent must obtain, maintain and use a Government travel card.

Qualifications

For the GS-11 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Interpreting organization's financial policy and appropriations laws to ensure fiscal compliance; 2) Researching, analyzing and recommending solution to various budgetary and/or funding issues; 3) Utilizing various financial systems and applications to track, obligate, report on, manage, and reconcile funds throughout the budget management cycle; and 4) Providing authoritative guidance to customers on budget administration to include estimates, obligations, and expenditures. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

FOR THE GS-11 GRADE LEVEL:
Have successfully completed a Ph.D. or equivalent doctoral degree.
OR
Have successfully completed three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent degree
OR
Have successfully completed an LL.M. degree that is related to the position being filled.
OR
Have a combination of experience and education that equates to one year of experience. Percentage of education plus percentage of experience must equal 100%.

FOR THE GS-09 GRADE LEVEL:
Have successfully completed a master's or equivalent graduate degree.
OR
Have successfully completed two full years of progressively higher graduate level education leading to a master's degree.
OR
Have obtained an LL.B. or J.D. that is related to the position being filled.
OR
Have a combination of experience and education that equates to one year of experience. Percentage of education plus percentage of experience must equal 100%.
