About the Position: Carlisle Barracks is an installation at the center of the Army and Department of Defense Senior Leadership educational programs. This historic post supports missions such as the U.S. Army War College, (including the Center for Strategic Leadership, Strategic Studies Institute and USAWC Press, U.S. Army Heritage and Education Center), and Dunham U.S. Army Health Clinic, Peacekeeping and Stability Operations Institute, and the Installation Management Command.

Duties

Provide day-to-day management and support of the administrative, budget, logistical, and personnel support functions for the organization. Screen all calls and visitors to facilitate internal and external communications. Assist and advise organizational personnel on procedural and administrative actions. Manage the organization's annual budget requests and assist the manager in developing the operating budget and spending plan. Coordinate civilian and military personnel actions using personnel systems and processes. Make all arrangements for trips and/or visits, to include, obtaining travel orders; security clearances; transportation/hotel/baggage accommodations; and composing letters of instructions. Serve as the expert in government and/or business travel, Temporary Duty (TDY), utilizing systems, such as, the Defense Travel System (DTS). Verify the accuracy of department employee's timecards in systems, such as, Automated Time Attendance and Production System (ATAAPS), for each pay period.

Requirements

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • This position requires the incumbent be able to operate a 15-passenger van.
  • This position has a requirement to lift up to 45 pounds in the regular performance of duties.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. This position is subject to a pre-employment screening, and random testing thereafter.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • This position requires extended workdays and may require coverage on weekends or holidays.
  • This position may require the incumbent to be on call.
  • This is a Non-Key Security Cooperation (SC) position which requires the incumbent to comply with all requirements of the Department of Defense (DoD) Security Cooperation Workforce (SCW) certification program.
  • The incumbent must complete certification-related training requirements in the SC Area of Consideration (AoC) within the timeframe associated with the position's SCW certification level (Intermediate Level).
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

OR Education: A half year (i.e., 9 semester hours) of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as, Business, Management, or another related field. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 9. Add the two percentages. GS-07: Specialized Experience: One year of specialized experience which includes 1) Providing guidance to personnel regarding office policies and/or procedures; 2) Utilizing automated software to complete assignments; 3) Preparing various correspondence and/or reports; AND 4) Compiling and/or presenting data for appointments, meetings, and/or briefings. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06). OR Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as, Business, Management, or another related field. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
