Serves as the Budget Analyst in a Defense Commissary Agency (DeCA) HQ location. The primary purpose of this position is to serve as a Budget Analyst responsible for two or more assigned programs.
Duties
Plans, organizes and executes annual and multi-annual budgeting in support of programs for the worldwide defense commissary system.
Provides advise on all phases of appropriated fund budgeting to headquarters personnel and budget staff of the major directorates and regional commands of the Defense Commissary Agency.
Analyze the execution of approval programs and directs funding adjustments to correct program deficiencies.
May represent the Defense Commissary Agency at budget hearings held within ASD, P&L, OSD and OMB.

Qualifications
You must meet the Office of Personnel Management (OPM) qualifications for series 0560 and additional requirements by the announcement closing date. Your resume must clearly show that you have one (1) year of specialized experience equivalent to the next lower grade. Experience can be under other Federal service pay systems, private sector, or military.
Experience: Your resume must clearly show that you have one year of specialized experience equivalent to the GS-11.
Examples of qualifying experience include:
Formulating budget estimates for multi-year programs and goods, services, equipment and facilities required to administer them worldwide
Reviewing, analyzing, editing and consolidating budget submissions from regional offices located throughout the world.
Formulating budgets and budget guidance for multi-year revolving and trust funds.
Providing advice on all phases of appropriated fund budgeting to senior officials.
You will receive credit for all relevant qualifying experience (paid and unpaid), including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Time-in-grade applies to the promotion of current and former federal employees who hold or have held a permanent GS position in either the competitive or excepted service in the previous 52 weeks, including current employees applying under VEOA. Time after competitive appointment.
