The Veterans Benefits Administration (VBA) is a wide network of field locations where personnel provide Veterans, their dependents, and survivors with information, advice and assistance regarding the availability and procurement of benefits under laws administered by the Department of Veterans Affairs(VA) and other agencies.

Duties

The Legal Administrative Specialist (LAS) serves as a member of the Public Contact Team, located in the Veterans Service Center. The incumbent provides in-depth information and comprehensive assistance to veterans their dependents and beneficiaries concerning any matter within the scope of VA benefits and related non-VA benefits. Coordinates counseling sessions with Veterans, their dependents, and their beneficiaries face to face, regarding all benefits available through the VA, as well as non-VA benefits available through other agencies. This is accomplished through in-person or telephone interviews, and correspondence. or telephone VBA facilities and provides broad outreach services. Explains in detail, VBA rating decisions and provides explanations for the decisions using extensive knowledge of VA benefits and services, claim and appeal processing procedures and benefit determination information and all pertinent information available in system of record. Assists with programs include, but are not limited to, compensation and pension benefits, home loan eligibility, education, health care, life insurance, burial benefits, vocational rehabilitation services, general Social Security Administration benefit programs, other federal, state, and local domestic relations, and assistance programs. Prepares technical correspondence to veterans and their dependents providing benefit information, representation rights and response to miscellaneous inquiries. Explains pertinent legal provisions, regulations, and related administrative practices and their application to specific cases Initiates inquiries to resolve errors, delays, or other problems in obtaining benefits; completes claim and appeal related work. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression of the position is GS-7/9. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/18/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-07 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. GS-07 grade level: You must possess one year of specialized experience equivalent to the GS-05 grade level in the federal service performing the following duties: Working under direct supervision or guidance when providing customer service, benefit counseling, or claim processing; and Orating to persons from a wide variety of backgrounds regarding federal, military, state, or private sector benefit programs. OR, One full year of graduate level education in a field directly related to the position, OR I meet at least one of the requirements for superior academic achievement (SAA): 1. Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. Or Grade-point average (G.P.A.) -- Applicants must have a grade-point average of 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. (Grade-point averages are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9.) 3. Election to membership in a national scholastic honor society -- Applicants can be considered eligible based on membership in one of the national scholastic honor societies. Membership in a freshman honor society cannot be used to meet the requirements of this provision. (Must provide supporting Transcripts.) OR, Combination of the required experience and education for this grade level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-07. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position A transcript must be submitted with your application if you are basing all or part of your qualifications on education. GS-09: You must posses one year of specialized experience equivalent to the GS-07 grade level in the federal service performing the following duties: Providing customer service, benefit counseling, or claim processing services to persons from a wide variety of backgrounds; and Researching local, state, or Federal laws and regulations to determine eligibility for federal, military, state, or private sector benefit programs. OR, A Master's or equivalent graduate degree, 2 full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., related fields of study. (You must provide transcripts); OR, Combination of the required experience and education for this grade level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 18 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-09. For example, an applicant who has 27 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position A transcript must be submitted with your application if you are basing all or part of your qualifications on education. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
