You will serve as a HUMAN RESOURCES SPECIALIST (LABOR/EMPLOYEE RELATIONS) in the CNIC HUMAN RESOURCES OFFICE (HRO) of COMNAVREGSW SDIEGO. Salary range: GS-9: $68,297 - $88,786 per annum GS-7: $55,836 - $72,588 per annum

Duties

You will recognize human resources obstacles that cause conflict in an organization. You will persuade employees and managers to implement recommendations regarding labor issues. You will advise managers on the application of civilian personnel policies and procedures in employee relations matters (e.g., discipline, grievances, appeals, fair employment practices). You will advise managers on the steps required to process informal negotiated grievances. You will brief managers and supervisors on performance management techniques (e.g., evaluation, feedback recognition).

Requirements

Qualifications

GS-9: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assisting in using Employee and Labor Relations concepts, principles, laws and regulations to serve as a consultant to management in the areas of Labor and Employee Relations; 2) Assisting in assessing potential impact and precedent-setting implications of pending employee/labor disputes; 3) Assisting in developing new or modified HR work methods, approaches or procedures for delivering effective HR services to client; and 4) Assisting in developing/delivering briefings, status reports, and correspondence to managers for faster understanding and acceptance of findings/ recommendations. NOTE: This information must be fully demonstrated in your resume to be considered for the position GS-7: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying basic principles, concepts, and practices of the occupation sufficient to perform entry-level assignments in Human Resources; 2) Communicating factual and procedural information clearly, orally and in writing; 3) Analyzing problems to identify significant factors, gather pertinent data, and recognize solutions; and 4) Planning and organizing work, and consulting effectively with co-workers. For the GS-09:
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Successfully completed a master's or equivalent graduate degree OR Successful completion of two full years of progressively higher level graduate education leading to a master's degree OR Have obtained an LL.B. or J.D. that is related to the position being filled OR A combination of experience and graduate education as described above that equates to one year of experience

For the GS-07:
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Successful completion of one full year of graduate level education OR Successful completion of a bachelor's degree with superior academic achievement OR A combination of experience and education as described above that equates to one year of experience.
