Within CISA, the Infrastructure Security Division (ISD) focuses on protecting critical infrastructure from all hazards by managing risk and enhancing resilience through collaboration with the critical infrastructure community, which includes private sector owners, operators, and employees; State, local, tribal, and territorial (SLTT) officials; and other Federal agencies. The primary purpose of the position is to serve as the Technology Integration Program Manager within the Office for Bombing Prevention (OBP). In this role, the professional selected will lead the effort to develop technologies that can be rapidly operationalized within the Counter-Improvised Explosive Device (C-IED) community. Typical work assignments include: Advising OBP Leadership by offering subject matter expertise on emergent Counter-Improvised Explosive Device (C-IED) technologies to address capability gaps for critical infrastructure owners and operators, and federal, state, local, tribal, and territorial bomb technicians via a robust research and development (R&D) program; Serving as a liaison with the Federal Bureau of Investigation's (FBI) Hazardous Devices School (HDS) and the Bureau of Alcohol, Tobacco, Firearms and Explosives' (ATF) National Center for Explosives Training and research (NCETR) in Huntsville, Alabama; Leading the efforts to develop technologies that can be rapidly operationalized within the C-IED community through nonmilitary research, development, testing, and evaluation activities of the Federal Government; Executing a wide range of qualitative and/or quantitative methods for the assessment and improvement of complex C-IED short and long-range goals of the organization; Partnering with experts in the fields of explosives, mechanical and electrical engineering, physics, machining, additive manufacturing, fire, law enforcement, emergency medical services, and bomb disposal technicians to identify and address capability gaps in C-IED render-safe technologies and procedures; Representing DHS, CISA, ISD, and OBP as a C-IED subject matter expert and speaks for the DHS at national and international meetings, symposia and conferences to address national counter-IED policies and programs; Preparing decision papers, reports, and analyses on C-IED programs activities for senior policy makers; COR responsibilities include acquisition, blanket purchase agreements (BPAs), statements of work (SOW), contracting, monitoring, and managing program budget execution to ensure effective and efficient use of appropriated and assigned resources.

Requirements

Qualifications

To be considered minimally qualified for this position, you must demonstrate that you have the required experience for the respective grade level in which you are applying. You qualify for the GS-14 grade level, if you have: EXPERIENCE: At least one (1) year of specialized experience at the GS-13 grade level (or equivalent) performing the following duties: Producing, deploying, evaluating Research and Prototyping for IED Defeat tools and Tactics, Techniques, and Procedures (TTP) to the public safety bomb squad community; Experience with C-IED technologies used for rendering safe actions to manage projects for development of new and enhanced systems; Planning, developing, implementing, coordinating and managing projects related to C-IED tactics, techniques, procedures and technologies to support critical infrastructure; Performing as a COR and working with the Federal Acquisitions Regulations (FAR); Serving as a liaison between law enforcement and public safety organizations while serving as the representative of a non-host organization. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. All qualification requirements must be met by the closing date of this announcement.
