Duties
As a Management and Program Analyst, you will perform the following duties:
Provide human capital (HC) services and support in accordance with the central ITA Human Capital Office's standard operation procedures.
Provide training for business unit managers and staff on human capital policy and procedures. (This duty will be at the higher grade levels.)
Consult with the business unit's management and provide HC guidance and support to all business unit employees.
Implement ITA's HC standard outreach and recruiting strategies to source and attract candidates.
Provide end-to-end support for business unit managers to include pre-recruitment, recruitment, incentives, onboarding, performance, development, and offboarding/exit process.
Support ITA's Resource Coordinator in gathering data, analyzing trends and metrics of respective business unit, and recommending best practices and strategies.
Provide quality assurance for all human capital transactions (recruitments, PARs, performance, etc.) and reports.
Serve as the HC liaison between the ITA business unit and ITA HC.
This Job Opportunity Announcement may be used to fill other Management and Program Analyst GS-0343-11/12 (full performance level GS-13) positions within the Department of Commerce in the same geographical location with the same qualifications and specialized experience.
Qualifications

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the GS-11 level you must possess one full year (52 weeks) of specialized experience equivalent to the GS-9 in the Federal service. Specialized experience is defined as:
Providing Human Resources support services, i.e., drafting related HR documents and advising Hiring Officials.
Researching and analyzing trends that lead to process improvements.
Assisting in the development of recruitment and outreach strategies.
Serving as a HR liaison and providing advice on Federal HR procedures or policies or regulations
At the GS-11 level education may be substituted for the specialized experience, as follows:
A Ph.D. or equivalent doctoral degree -or three (3) full years of progressively higher-level graduate education leading to such a degree -or LL.M., if related. TRANSCRIPTS REQUIRED. OR
A combination of education and experience. The total percentage of experience at the required grade level compared to the requirement, must equal at least 100 percent. Only graduate level education or higher may be combined to be considered for qualifying education. TRANSCRIPTS REQUIRED.
To qualify at the GS-12 level you must possess one full year (52 weeks) of specialized experience equivalent to the GS-11 in the Federal service. Specialized experience is defined as:
Providing Human Resources support services, i.e., drafting related HR documents and advising Hiring Officials.
Recommending process improvements based on independent research and analysis of trends.
Developing and recommending recruitment and outreach strategies.
Serving as a HR liaison and providing advice on Federal HR procedures or policies or regulations.
There is no substitution of education for specialized experience at the GS-12 level.
