Duties

Serves as a senior Agency adviser and the Deputy Director for Legislative Affairs and supports the development of DLA legislative requirements and priorities throughout the congressional authorization and appropriation process. Represents DLAs interests and priorities in briefings to congressional staff in coordination with OASD Legislative Affairs (LA) and OUSD Comptroller (C). Oversees the development of Agency responses to Congressional requests for information, prepares Agency senior leadership for hearings and briefings. Assesses incoming congressional inquiries to determine appropriate DLA Headquarters/Major Subordinate Command (MSC)OPR/OCR and assigns to DL Legislative Affairs Specialist for action. Reviews the DL Legislative Affairs Analyst's daily reports for all open inquiries/actions to ensure responses to Congress are timely. Advises DL Director on sensitive issues and provides recommended courses of action.

Qualifications

To qualify for a Deputy Director of Legislative Affairs, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-15 level, applicants must possess one year of specialized experience equivalent to the GS-14 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Advises on legislative strategies to ensure the Agency's requirements are adequately represented and articulated. Expertise in detailed technical aspects of congressional and budget activities to provide direction of staff efforts in legislative activities. Establish and maintain standard operating procedures and historical files related to Agency's congressional and legislative affairs programs and ensure continuity of service. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
