You will serve as a SUPERVISORY MARINE TRANSPORTAION SPECIALIST in the PORT OPERATIONS of NAVAL STATION.

Duties

You will assess an organization's progress towards meeting navigation and ship handling program goals. You will assign work to junior employees based on priorities, difficulty of assignments, or capabilities. You will analyze port operations objective memoranda (POM) for compliance with higher authority guidance. You will brief management on navigational assessment findings and recommendations.

Requirements

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • Work is perform on piers, and ships, which require the use of protective devices, clothing, or equipment, while exposed to adverse environmental and hazardous work assignments.
  • Boarding of fleet units pier side require the ability to climb four to twenty-five foot brow platforms, and walk across fifty foot brows, and occasionally climb ships' accommodation ladders.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-08 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Interpreting and applying maritime laws, regulations and port operations practices and procedures to: 1) Plan, coordinate, and schedule berthing and ship move requirements; 2) Set daily priorities, giving direction and guidance, and setting and adjusting short-term priorities and work based on tasks assigned to personnel; and 3) Track and report technical data, estimates, statistics, and other port information.
