Duties
Collecting, assembling, and analyzing data necessary to reach conclusions and devise solutions to assignments.
Developing, tracking, and analyzing data and metrics regarding assigned activities, transaction processing, and desired outcomes.
Compiling, and evaluating plans and reports.
Creating and conducting record management training for agency staff; communicating and disseminating records management information to all in the agency.
Analyzing records management and other agency operations business processes and providing recommendations to improve workflow and create efficiencies by making use of automated tools, systems and technology.
Requirements
- U.S. Citizenship is Required.
- Selectee must successfully pass pre-employment requirements prior to appointment.
- Selectee may be required to serve a one year probationary period.
- Males born after 12/03/59 must be registered for Selective Service.
- Selectee must be able to obtain and maintain (enter type of security clearance: Secret, Top Secret) Delete if no security clearance is required
- Selectee must undergo a background investigation for a Public Trust clearance.
- TIME-IN-GRADE REQUIREMENTS: Applicants must meet time-in-grade requirements to be considered eligible. Applicants must have served 1 year at the next lower grade level or equivalent grade level of federal service to qualify.
Qualifications
To qualify for the Management and Program Analyst, PG -0343-9/11, you must meet the following requirements:
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Only experience and education obtained by the closing date of this announcement will be considered.
To qualify for the PG-09 grade level: Applicants can qualify based on education. Applicants must have successfully completed a:
Master's or equivalent graduate degree, or
2 full academic years of progressively higher-level graduate education leading to a master's or equivalent graduate degree, or
LL.B. or J.D., that demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

In order to qualify for this position, your resume must demonstrate at least one year of specialized experience at or equivalent of the PG-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills and abilities, to perform successfully the duties of the position. Experience includes:
Collect and track data related to mail transportation;
Identify Issues and recommend resolutions to problems related to data collection and performance reporting; and
Manage contract relationships with mail vendors.

Combination of education and experience:
To qualify for the PG-11 grade level: Applicants can qualify based on education. Applicants must have successfully completed a:
PH.D or equivalent doctoral degree, or
Applicant can qualify with three full years of progressively higher-level graduate education leading to such a degree, or
Applicants can qualify with and LL.M that demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

In order to qualify for this position, your resume must demonstrate at least one year of specialized experience at or equivalent of the PG-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills and abilities, to perform successfully the duties of the position. Experience includes:
Collect and track data related to mail transportation;
Identify Issues and recommend resolutions to problems related to data collection and performance reporting;
Manage contract relationships with mail vendors; and
Perform all disciplines of record management including mail transportation and logistics disposition/retention of records.

Combination of education and experience:
Applicants must have a combination of successfully completed graduate education and experience as described above that totals 100 percent when combined. To compute, first determine total qualifying experience as a percentage of the experience required for the grade level; then determine total graduate education as a percentage of the graduate education required for the grade level; and then add the two percentages. The total percentages must equal at least 100 percent to qualify. (Only graduate education in excess of one year, i.e., 18 semester hours, may be combined with experience under this provision.)

Substitution of education in lieu of specialized experience may be used for this grade level.

If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter Hours) should be considered as satisfying the requirement for one year of full-time graduate study.
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
