This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Duties

The Pharmacist Supervisor is responsible for the overall supervision of all professional and administrative operations and personnel in the inpatient section of pharmacy. This includes coordinating the activities of staff in the inpatient section to ensure compliance with all policies and procedures established by the Department of Veterans Affairs. The inpatient section provides full pharmaceutical services to all inpatients and to patients being discharged or going on pass from the hospital. Inpatient Services are provided twenty-four hours daily for seven days a week. In addition to maintaining an efficient operation based upon current requirements, this person must be able to analyze trends and develop plans and strategies for future needs. Administrative/Supervisory Supervises all professional and nonprofessional staff assigned to the inpatient section, developing schedules to distribute staff and accomplish tasks in all areas of the section. Administers attendance and leave, coordinating vacation schedules, military leave, extended sick leave, etc. This includes the efficient use of temporary and part-time personnel and volunteers. Develops and revises service or station policies to reflect current practice, meet all needs, and comply with established medical center and central office requirements. Ensures accountability and integrity of drugs through periodically inspection and monitoring. This includes the proper handling of controlled substances. Interviews applicants for certain pharmacy positions and makes recommendations for selection to upper management. Evaluates certain pharmacy employees based upon systematic review of Performance using computer generated reports, spot checks on actual work performed, input from other employees or hospital personnel. Evaluation includes recommendations for promotion or reassignment, performance awards, and appropriate action in case of inferior work. Clinical Serves as an authority on drug usage, interactions, overdoses, and compliance to medical staff, pharmacy staff, and students. Performs quality assurance audits, drug utilization review activities, and develops reporting mechanisms to assure cost effective use of medications. Works with clinical pharmacy coordinator(s) to expand clinical activities. Develops mechanisms to measure outcome of interventions and ways to report results through proper administrative channels. Education Provides training and education to pharmacy staff, pharmacy residents and students on policies and procedures. Oversees and directly participates in the training of new staff and in the continuing education process to ensure staff can demonstrate knowledge and skills required to perform their duties. Serves as a preceptor to pharmacy students and residents in accordance with established policies. Participates in formal and informal education programs of the service. Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. NOTE: This applies to current/past/upcoming VHA HPTs only. An HPT is an individual appointed to a temporary position in one or more VHA medical facilities performing clinical or research training experiences to satisfy program or degree requirements or receiving VA Health Professional Scholarship Program. HPTs can be either VA-paid or Without Compensation (WOC). Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. Pharmacists appointed to direct patient care positions must be proficient in spoken and written English in accordance with chapter 2, section D, paragraph 5a, this part. Education. (1) Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Verification of approved degree programs may be obtained from the Accreditation Council for Pharmacy Education, 20 North Clark Street, Suite 2500, Chicago, Illinois 60602-5109; phone: (312) 664-3575, or through their Web site at: http://www.acpe-accredit.org/. (NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.) (2) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT). Licensure. Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16 Grade Determinations: GS-13, Pharmacist Supervisor Experience: In addition to the GS-13 requirements, you must have 1 year of experience equivalent to the next lower grade level. Preferred Experience: At least one year of current acute care work experience and one year supervisory experience. References: June 7, 2012 VA HANDBOOK 5005/55 PART II APPENDIX G15. The full performance level of this vacancy is GS-13. Physical Requirements: This position is mostly sedentary and requires walking, kneeling, bending, standing, and light lifting.
