This position is located in the United States Department of Agriculture (USDA), Office of the Assistant Secretary for Civil Rights (OASCR), Program Planning and Accountability Division (PPAD). In this position, you will be responsible for planning, executing, evaluating, and facilitating the full range of Civil Rights technical support functions.
Duties
Identifies and obtains data required to manage and direct individually assigned technical and management support programs.
Provides information and data for managerial reports on personnel actions, compiles data for human resources and statistical reporting, and implements a system for building and maintaining human resources data.
Analyzes long-term organizational structures and agency-wide programs, functions, and organizations.
Identifies and recommends methods to resolve organizationally technical problems or to cope with issues that directly affect the accomplishment of agency program goals and objectives in a specific program.
Advises on various recruitment methods and hiring strategies, researching, and analyzing a defined range of recruitment issues and recommending solutions for an appropriate short-term course of action.
Provides guidance and training about human resources processes to agency personnel, including advising on business processes.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
At the GS-11:
Qualifying experience for GS-11 includes one year of specialized experience comparable to GS-09 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience providing information to staff on human resource functions; collecting data related to human resource programs used to evaluate program efficiency and effectiveness; and adhering to policies related to human resource programs.

Completion of Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Graduate level education must demonstrate the competencies necessary to do the work of the position, examples of qualifying fields include Human Resources, Public Administration, Data Management, etc. (Must submit transcripts).

At the GS-12:
Qualifying experience for GS-12 includes one year of specialized experience comparable to GS-11 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience providing advice and technical expertise to staff related to human resource programs; collecting and analyzing data to evaluate human resource programs for efficiency and effectiveness; interpreting and implementing human resources program policies, regulations, goals, or objectives; and presenting information related to technical human resource matters.
At the GS-13:
Qualifying experience for GS-13 includes one year of specialized experience comparable to GS-12 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience serving as a subject matter expert in human resource programs; analyzing data for ways to improve the efficiency and effectiveness of human resource programs; advising on human resources program policies, regulations, goals, and objectives; and executing oral presentations in complex or technical human resource matters.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Graduate education may be substituted for specialized experience as described above for the GS-11 level.
