The Board of Veterans' Appeals (Board) is a part of the Department of Veterans Affairs (VA), located in Washington, D.C. The Board's mission is to conduct hearings and decide appeals properly before the Board in a timely manner. This position is organizationally located in the Department of Veterans Affairs (VA), Board of Veterans' Affairs (Board), Office of Appellate Support, Technical Infrastructure Branch.
Duties
The incumbent serves as a technical program expert for Technology Infrastructure performing a wide range of analyses, reporting, project management, and training activities. The primary purpose of the position is to extract insights and business intelligence from structured and unstructured data using common commercial visualization tools. Responsible for the development and expansion of graphics, data visualizations and charting, designing, developing, and supporting business information displays used across the Board. This will include creating custom or customized visualizations for Board offices, as well as developing and supporting best practices for data visualization that are specific to this workplace. The individual is responsible for the development and implementation of the Board's business information system elements. The individual should therefore have a basic understanding of analytical and statistical capabilities, tracing and recording key Board metrics, and ensuring that the Board's offices are provided with the data necessary to carry out the Board's mission of providing timely and accurate services to Veterans
Major Duties:
Works with database, data warehouse, and data lake developers/contractors to ensure analytical utility of data in the data warehouse and applications and creates business information products allowing Board users access to the data (Tableau, PowerBI, etc.).
Conveys results of analyses, insights, and work products to decision makers, managers, and other personnel. Work products may be data extracts, analytical models, forecasts, or tools
Utilizes advanced knowledge of data access processes for large data system architecture, maintenance, querying, and extraction programs/display tools such as: Structured Query Language, Python, R, Statistical Analysis System, Tableau, MS Power BI
Fundamental knowledge of analytical and evaluative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems.
Mastery of and skill in applying, project management and organizational principles and practices, and data administration and data related policies and standards, and process engineering concepts.
Collaborates with all developers and business users to gather required data and execute all ETL programs and scripts on systems. Implements all data warehouse activities and prepares reports for same
Develops operating procedures for the Board stakeholders to use data systems to format and submit data for inclusion in the Board's data warehouse.
Work Schedule: Monday - Friday, 8:00am - 4:30pm

Physical Requirements: The work is primarily sedentary. The incumbent may carry light items such as books, instruments, and other similar materials. The incumbent may travel to various VA facilities, training sites, or conferences. The work does not require any special physical effort.

Qualifications
Basic Qualifications Standard for Data Science Series, 1560: To be eligible for this position you must meet one of the below basic qualifications.
Have earned a degree in: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.
or
Posses a combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in the paragraph above, plus additional education or appropriate experience.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below.
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Your resume must clearly support at least 3 of the listed specialized experience items to be minimally qualified.Examples of specialized experience would typically include, but are not limited to:
Developing, integrating, and maintaining data and extract transform and load (ETL) procedures to ensure the integrity and efficiency of data interchanges.
Collaborating with all developers and business users to gather required data and execute all ETL programs and scripts on systems.
Working with databases, data warehouse, and data lake developers/contractors to ensure analytical utility of data in various applications.
Creating applications allowing users access to data.
