The Office of the Chief Data Officer (OCDO) is responsible for: leading the development of the SEC's data management strategy and priorities; enabling data analytics to support enforcement, examinations, and policymaking; and ensuring that the agency only collects the data it needs to fulfill its mission and can effectively secure.

If selected, you will report directly to the Deputy Chief Data Officer as the primary Data Scientist responsible for developing, maintaining, and enforcing SEC data standards. Your duties will include:
Develop and implement comprehensive data standards that cover the lifecycle of agency data assets in compliance with the Open Government Data Act as well as the Financial Data Transparency Act.
Establish and maintain mechanisms to evaluate the effectiveness of the agency's data standards, including compliance with statutory requirements.
Work with agency stakeholders to ensure that data standards are integrated into the agency's data lifecycle, and that there is ongoing coordination between data management and data analytics and information security activities.
Develop, implement, and maintain data inventories and map data flows that identify the agency's data assets and the systems used to store and manage data.
Ensure that data assets are made available in open, machine-readable formats to the extent practicable, and available to the public in a manner that protects privacy and confidentiality.
Ensure that data assets are properly classified according to their level of sensitivity, and that appropriate data security controls are implemented to protect data at each classification level, in compliance with statutory requirements.
Communicate information about the SEC's data standards effectively, verbally and in writing, for both technical and non-technical audiences, presenting formal and informal briefing materials to SEC staff, the SEC Data Management Board, as well as others outside the SEC.

- This position is eligible to request telework in accordance with the SEC 's telework policy.
- Existing Participants in the SEC's Remote Telework Program are eligible to apply for this position. If selected, management will evaluate and communicate whether the position will allow for continued participation in Remote Telework.
Qualifications
All qualification requirements must be met by the closing date of this announcement.
Time-in-grade for this announcement is one year at the GS/SK-13 level.
Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
BASIC REQUIREMENT:
Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.
or
Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.
MINIMUM QUALIFICATION REQUIREMENT: In addition to meeting the basic requirement, applicants must also meet the minimum qualification requirement.
SK-14: Applicant must have at least one year of specialized experience equivalent to the GS/SK-13level:
Demonstrating an ability to perform complex and difficult data and analytics assignments to ensure program goals and project objectives are met, and
Conducting projects as a recognized analytical expert and technical adviser to agency management and customers; and designing, developing, maintaining and modifying data and data models in line with data architecture, metrics, and reports that support a variety of analysis areas.
