About the Position: Serves as Branch Chief for the Chemical and Nuclear Surety Branch, and as a senior Surety Specialist in the Treaty Compliance and Surety Division, DCS G-3, Headquarters Department of the Army (HQDA).

Duties

Review higher-level written guidance dealing with chemical and nuclear surety, NTA safeguards, and N/CAIRA for consistency, clarity, and potential impact to Army operations. Develop plans that ensure the U.S. Army Treaty Compliance and Surety Division is capable of supporting Army and DoD missions. Determine quantitative and qualitative personnel requirements for the Branch. Use analytical tools at both technical and policy levels to assess and evaluate solutions to program issues that are complex and sensitive. Provide expert policy analysis and subject matter expertise to senior Army leaders in regard to Army positions on matters related to chemical and nuclear surety, NTA safeguards, and N/CAIRA. Evaluate policy to ensure unity and consistency of policies and programs among the Army Staff, Army Secretariat, and Army Commands (ACOM), Army Service Component Commands (ASCC), and Direct Reporting Units (DRU). Assign tasks and oversee the development, coordination, and integration of new Army policy, agreements, and regulations. Oversee Army implementation of and compliance with chemical and nuclear surety, NTA safeguards, and N/CAIRA obligations. Represent the HQDA G-3 at JS, OSD, and interagency formal panels and meetings involving chemical and nuclear surety, NTA safeguards, and N/CAIRA implementation and compliance.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Sensitive Compartmented Info. Intelligence Community Dir 704 clearance.
  • Personnel must pass drug screening prior to hiring and will be subject to periodic and random drug testing, thereafter, in accordance with AR 600-85 and Department of Defense Directive 2010.9.
  • One year trial/probationary period may be required.
  • You may be expected to travel up to 25% for this position.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
