This position is a Administrative Officer, GS- 0341-9 working in Albuquerque, New Mexico for the R2-Refuge Operations.

Duties

As a Administrative Officer your duties will include but are not limited to the following: Serves as the day-to-day supervisor for a team of administrative support personnel responsible for preparing administrative policy, coordinating administrative work procedures and prioritizing office management practices as a supervisor to subordinate staff of clerical and/or administrative workers. As the primary financial advisor, analyzes, evaluates, and manages accounting and control systems to maintain proper financial balances, distributes resources to all activities within planned limitations, and ensures that maximum benefits are obtained from resources. Analyzes historical budget and financial data, as well as new and/or changing program plans, to develop and prepare budget estimates and justifications for current-year, budget-year, and out-year budget planning. Identifies actual and/or potential funding problems, fiscal trends, significant program deficiencies and imbalances, analyzes conditions, and recommends adjustments and solutions. Provides advice and counsel on established administrative and operational management support issues (human resources and material needs, human resources availability, administrative support matters, etc.), policies, programs, objectives, and plans. Provides input and analysis for management decisions by articulating administrative management requirements. Provides advice and guidance to supervisors and employees on regulations, policies and procedures related to human resources management. Prepares pertinent forms and documents. Assures that electronic personnel action requests, concurrences and/or authorizations, and associated back-up documents, are submitted accurately and in a timely manner to the servicing human resources office. Monitors status of requests through completion. Circulates information about training courses available, dates to be held, and other pertinent information. Responsible for overall organizational procurement activities. Advises and assists in determining needs and acquiring equipment, supplies, materials, and repair services on the basis of necessity and availability of funds. Prepares procurement documents, determines appropriate sources, conducts market research, and prepares justifications as necessary.

Qualifications

Only experience and education obtained by 03/22/2024 will be considered. In order to qualify for this position, you must possess both the Minimum Qualification. Minimum Qualification [GS-9] Possess one year of specialized experience equivalent to at least the GS-7 level in the Federal service that equipped me with the particular knowledge, skills and abilities needed in order to successfully perform the duties of this position and that was in the same field or field directly related to this position. Specialized experience may include: 1) advising on administrative issues (e.g., processing personnel actions, time and attendance); 2) performing budget preparation or execution duties (e.g., estimates, projections, financial tracking, monitoring, reconciling and reporting); 3) purchasing of supplies and equipment. NOTE: Your resume must include sufficient detail (e.g., complete begin/end dates, work schedule, duties performed, etc.) for each work period to be considered. OR Possess a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. NOTE: Transcripts required. OR Possess an equivalent combination of specialized experience and directly related graduate level education as described in A and B above that, when computed as percentages of their respective requirements, equals at least 100% when combined. Only graduate education beyond the first year is creditable to meet this standard. NOTE: Transcripts required, and your resume must contain sufficient information, e.g., complete begin/end dates, hours worked per week, duties performed, etc., for each period of work for consideration to meet this standard. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time In Grade Requirement: Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the JOA. Specifically, i. Area of Consideration. ii. Time-in-grade (TIG) requirements as specified in 5 CFR 300, Subpart F. iii. Time after competitive appointment as specified in 5 CFR 330.502. iv. Qualification requirements outlined in OPM's Qualifications Standards for General Schedule Positions or for Federal Wage System (FWS), wage grade positions, applicants are evaluated using the OPM Job Qualification System for Trades and Labor Occupations and the job element examining method Your SF-50 will be used to confirm you meet all requirements

Education

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
