This position is part of the National Archives and Records Administration, Research Services(R), Special Access/FOIA Staff (RF) which is responsible for the physical and intellectual control of all closed Independent Counsels, JFK Assassination Records Collection, FBI investigations, and presidential commissions. The position is responsible for access review, description, preservation, automation development and maintenance, and reference services on records with access restrictions.

Duties

The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties and will receive training to help you grow in this position. As an Archives Specialist, you will: Assess incoming FOIA requests or requests for restricted records to determine the volume and complexity of records to be reviewed. Ensure appropriate protection of records that contain national security information. Communicate with requesters, ensuring legal requirements are met. Create electronic databases and other finding aids that facilitate discovery and use of records. Assist with digitizing records for review and access purposes. Perform reference services that require an in-depth knowledge of the records of the unit and of the access provisions governing them.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. To be qualified for this position at the GS-11 level, you must have at least one year of specialized experience equivalent to the GS-09 level that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience for this position includes: Experience with applying access statutes and policies; AND Communicating orally and in writing with the public and using time management to respond to requests within set deadlines; AND Independently performing analytical and research techniques to deliver reference and research assistance to individuals, agencies and organizations. OR EDUCATION: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M., if related. OR COMBINATION: You may combine experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education. To be qualified for this position at the GS-09 level, you must have at least one year of specialized experience equivalent to the GS-07 level that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience for this position includes: Supporting general office operations such as managing a database, compiling reports, drafting correspondence, and customer service; AND Providing reference services to access materials; AND Reading, interpreting, and explaining policies, statutes, or regulations. OR EDUCATION: Master's or equivalent graduate degree OR 2 full years of progressively higher-level graduate education leading to such a degree, OR LL.B or J.D, if related. OR COMBINATION: You may combine experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable (as defined in 5 CFR 300, Subpart F): For the GS-11, you must have been at the GS-09level for 52 weeks. For the GS-09, you must have been at the GS-07level for 52 weeks.
