To serve as a first level supervisor, promoting mission readiness by ensuring suitable housing is made available for military members and their families, unaccompanied military personnel, and eligible civilians through government provided assets and cooperation with private developers, property owners, and managers.
Duties
1. Serves as the asset manager at the installation to ensure the health of the privatized housing program.
2. Exercises 1st level technical and administrative supervisory personnel management responsibilities for 25% or more of duty time.
3. Directs and administers a complex housing program.
4. Administers the financial management program for the housing privatization project.
5. Directs, organizes and plans the activities of the organization for Unaccompanied Housing (UH), Furnishings Management Operations (FMO), and Housing Relocation and Referral Services.

- This is a Centrally Managed position under the Civil Engineer Career Field. PCS expenses if authorized will be paid IAW JTR and Air Force Regulations.
- May be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
- Work may require travel away from the normal duty station on military or commercial aircraft.
- Selectee may be required to serve on Architectural and Engineering selection boards or construction contract/privatization source selection board.
- Incumbent will be required to support Base Readiness and Emergency Operations Exercises and Real World Threats and Events
- Incumbent will be required to support Special Events (i.e. Annual Air Show, Base Exercises) not necessarily performing in their primary skill code.
- Incumbent will be required to augment the Civil Engineering Snow Removal Team not necessarily performing in their primary skill code.
- May be required to serve “on call” and may be required to be available after duty hours when problems arise. The incumbent is subject to call seven days a week, 24 hours a day.
- PCS expenses if authorized will be paid IAW JTR and Air Force Regulations. This is a Centrally Managed position under the Civil Engineering Career Field.
- This position is obligated to an employee with entitlements to return to this position. A signed agreement will be required, acknowledging the potential displacement, under reduction-in-force procedures if alternative placement cannot be made.

SPECIALIZED EXPERIENCE Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience must include experience applying a wide range knowledge of the application of housing property/asset management principles and concepts; and of Federal and DoD housing and furnishing management principles, theory, policies, directives, and procedures. Knowledge of the principles of construction, contract acquisition, and program management.
NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the application of housing property/asset management principles and concepts; and of Federal and DoD housing and furnishing management principles, theory, policies, directives, and procedures.
2. Knowledge of the principles of construction, contract acquisition, and program management.
3. Knowledge of common business accounting principles and procedures and generally accepted financial management principles and standards, and of appropriated fund budget systems to justify budget submissions and contracting provisions to ensure proper negotiations or commitment of government funds.
4. Knowledge of safety and security regulations, practices, and procedures.
5. Ability to analyze interrelated issues of effectiveness, efficiency, and productivity and develop recommendations to solve problems; to adapt precedents or make significant departures from previous approaches in order to provide for specialized requirements in varying situations; and to read and interpret construction drawings and specifications to verify construction is adhering to plans and specifications.
6. Ability to plan, organize, and direct the functions and staff of an organization.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
