The primary purpose of this position is to serve as an Acquisition Program/Project Manager, directing or supporting the activities of a DoD funded acquisition effort.
Duties
1. Leads, manages, directs or is responsible for activities either directly, or in support of DoD funded acquisition efforts. Directs and coordinates the collective efforts of a multi-disciplined staff of military, civilian, and/or contractors assigned to a program.
2. Exercises supervisory personnel management responsibilities at least 25% of the time. Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Evaluates work performance of subordinates. Gives advice, counsel, or instruction to employees on both work and administrative matters. Interviews candidates for positions; recommends appointment, promotion, or reassignment. Hears and resolves complaints from employees, referring group grievances and more serious unresolved complaints to a higher level supervisor or manager. Effects minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases. Identifies developmental and training needs of employees, providing or arranging for needed development and training.
3. Delivers presentations on program status, accomplishments, problems/analysis/solutions, requirements for support and promotion of program objectives to senior military officers and civilians in other program offices, or the command and with using supporting commands.
4. Represents the program office at higher levels within the organization and contractor organizations. Establishes, develops, and maintains effective working relationships with other coordinating members, offices, or organizations within the AF or DoD arena and/or with outside organizations or companies.
5. Works in conjunction with the contracting officer to approve terms and conditions set forth in contract negotiations, contracting plans, budgets, and changes to the scope of work to be done by the contractor.
Additional duties/ Information:
Represent the Enterprise IT program office at higher levels such as the Air Force Chief Information Officer within the organization and contractor organizations.
Nominees must have: Specialized experience that is typical of work performed at the next lower grade/level position in the federal service (GS-13) or equivalent grade/pay band in order to be considered for this opportunity.
Duties will be performed in a secure facility.

- This is a Critical Acquisition Position (CAP). Unless specifically waived by the appropriate component official, i, the following are statutorily mandated requirements.
- Selectee must execute a written agreement to remain in this position for at least 3 years. In signing such agreement, the employee does not forfeit any employment rights, nor does such agreement alter any other terms or conditions of employment.
- The selectee must meet, or be capable of achieving the APDP certification as designated on the position description within the defined grace period for that certification level after assignment.
- This position also requires employee to engage in acquisition continuous learning activities achieving 80 Continuous Learning Points every 24 months.
- Position is NOT eligible for Regular/Recurring telework Ad Hoc/Situational telework may be available per managements discretion. This position is NOT eligible for remote/full-time telework.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have, or will have, within 120 days of closing of this announcement, at least (1) year of specialized experience at the NH-03, GS-13 or equivalent in other pay systems. Examples of specialized experience includes working with policies, practices, regulations, and laws concerning the acquisition management process and initiatives; mission, roles, functions, organizational structure, and operation of the DoD, Air Force, and organizations that govern, interface with, and/or influence the systems acquisition process.
NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the policies, practices, regulations, and laws concerning the acquisition management process and initiatives.
2. Knowledge of safety and security regulations, practices, and procedures.
3. Knowledge of the mission, roles, functions, organizational structure, and operation of the DoD, Air Force, and organizations that govern, interface with, and/or influence the systems acquisition process.
4. Skill to plan, organize, and direct the functions and staff in critical aspects of development and production, support of systems, subsystems, or equipment and to coordinate various aspects of systems acquisition such as engineering, contracting, financial management, configuration, and manufacturing.
5. Ability to supervise, mentor, motivate, appraise, and work with subordinate supervisors and non-supervisory employees.
6. Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
