The primary purpose of this position is to serve as an Acquisition Program/Project Manager, directing or supporting the activities of a DoD funded acquisition effort.
Duties
1. Leads, manages, directs or is responsible for activities either directly, or in support of DoD funded acquisition efforts.
2. Exercises supervisory personnel management responsibilities at least 25% of the time. Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
3. Delivers presentations on program status, accomplishments, problems/analysis/solutions, requirements for support and promotion of program objectives to senior military officers and civilians in other program offices, or the command and with using supporting commands.
4. Represents the program office at higher levels within the organization and contractor organizations.
5. Works in conjunction with the contracting officer to approve terms and conditions set forth in contract negotiations, contracting plans, budgets, and changes to the scope of work to be done by the contractor.

- This is an acquisition position and is covered by the Acquisition Professional Development Program. The employee must meet, or be capable of meeting, Defense Acquisition Work Improvement Act requirements applicable to the duties of the position.
- Applicant must possess or be able to obtain a Back to Basics (BtB) Practitioner certification in Program Management.
- Note: Previous Acquisition Professional Development Program (APDP) level II certifications are sufficient and will transition to a BtB Practitioner certification
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-03, equivalent to the next to lower grade GS-13 or equivalent in the Federal Service. Specialized experience must include planning, organizing, and directing various functions and staff of an organization to achieve overall mission goals and objectives, meet customer needs, and ensure compliance with legal and regulatory requirements including Assessing and managing the schedule, and technical performance progress of assigned projects or programs through the required phases of the acquisition cycle; AND Developing and implementing program controls; AND Planning, organizing, and coordinating activities related to contracting, engineering, testing, and logistics; AND Reviewing and directing the progress of applicable contracts in meeting program objectives; AND Preparing briefings, studies, and other analyses for presentation to management officials and stakeholders.
Provides leadership, oversight and management guidance to support the $1B Special Access Program Enterprise Information Technology Portfolio. Directs a rapidly growing 180-member team across 3 GSUs in the development, sustainment, and operations of the nation's highest priority classified enterprise information technology (IT) systems. Interfaces with senior leaders in DoD, OSD, DISA, SAF, HAF, ACC, AFMC, AFLCMC and industry. Leads/directs diverse scope of missions with a workforce mix consisting of military, civilians, and contractors across program management, engineering (including networking, data science, cloud, platform, & applications), logistics, cyber ops, acquisition intelligence, test, security, contracting, financial management, and cost estimating disciplines. Plans, organizes, directs and coordinates activities of functional specialists including program management, contracting, engineering, cyber security, configuration management, test, logistics, etc.
Prior DASF Enterprise IT experience or commercial IT knowledge/experience preferred. Requires Major Capability, Middle Tier Acquisition, and/or Software/Service Acquisition experience under the Adaptive Acquisition Framework. Acquisition strategy development experience required with preference for experience on large/complex programs with SAE or DoD oversight. Requires strong leadership/organizational skills, superior communication, and the ability to execute multitude of interrelated efforts within a fast paced organizations. Experience in Planning, Programming, Budget and Execution (PPB&E) at the DAF or Staff level desired. Position requires program office knowledge, strong practical understanding of acquisition principles and business acumen.
Nominees must have: Specialized experience that is typical of work performed at the next lower grade/level position in the federal service (GS-13) or equivalent grade/pay band in order to be considered for this opportunity
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the policies, practices, regulations, and laws concerning the acquisition management process and initiatives.
2. Knowledge of safety and security regulations, practices, and procedures.
3. Knowledge of the mission, roles, functions, organizational structure, and operation of the DoD, Air Force, and organizations that govern, interface with, and/or influence the systems acquisition process.
4. Skill to plan, organize, and direct the functions and staff in critical aspects of development and production, support of systems, subsystems, or equipment and to coordinate various aspects of systems acquisition such as engineering, contracting, financial management, configuration, and manufacturing.
5. Ability to supervise, mentor, motivate, appraise, and work with subordinate supervisors and non-supervisory employees.
6. Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy.
