The position is in the Office of Allowances, Deputy Assistant Secretary for Operations, Bureau of Administration (A/OPR/ALS). A/OPR/ALS administers the government-wide allowances and differentials program for all USG civilian employees in foreign areas. As delegated by law and executive order to the Secretary of State, the Office develops and coordinates policies, regulations, standards, and procedures.
Duties
Provides expert management and administrative support services and systems analysis functions and activities in the Office in the areas for a wide range of administrative, human resources (HR) management, space and travel management.
Develops options for management implements necessary changes; and collaborates with senior Department of State managers and external sources to resolve important issues.
Provides expert guidance on the application of innovative means for streamlining/improving business processes, program effectiveness, organizational structures, customer relations/experience, and strengthening internal controls in the Office.
Directs development and review of administrative plans, procedures, and processes designed to ensure effective internal organizational structures and staffing levels to support departmental and Bureau policy initiatives and ongoing operations.
Serves as liaison for the Office on matters involving internal management controls with stakeholder organizations throughout the Bureau and Department, and coordinates vulnerability assessments and reviews with key managers.

Qualifications
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Applicants must meet all the required qualification requirements described below by the closing date of this announcement
Qualifying specialized experience must demonstrate the following:
Experience developing plans and strategies for the internal and external integration of day-to-day and long-range projects, actions, and activities.
Experience analyzing, evaluating, and reviewing programs, program information, operations objectives, and policies.
Experience performing a variety of analytical studies and projects.
Experience applying analytical and evaluative techniques to issues or studies involving the efficiency and effectiveness of program operations.
There is no substitute of education for specialized experience for the GS-13 position.
