The Supervisory General Engineer serves as the senior engineer of the Engineering Section managing the design and development of the capital assets program, the energy management program, Maintenance and Operations, Biomedical Engineering, Occupational and Life Safety Section, and Fleet Management. This position also exercises global control and oversight of the Engineering Budget and Medical Facilities Appropriation.

Duties

Program Managerial Duties Provides engineering review, guidance, and supervision of all technical programs including construction and design, biomedical equipment, maintenance of structures, grounds, and operation of the utility systems and occupational and life safety. Provides professional engineering direction to comply with legislative and accrediting requirements of the medical center including Occupational Safety and Health Administration, Environmental Protection Agency, Food and Drug Administration, National Fire Protection Association, state and local authorities concerning protection and quality of life and environment as well as all accrediting bodies such as The Joint Commission, etc. Develops policies and procedures to comply with VA Directives and Handbooks . Provides engineering consultative service to medical and administrative personnel regarding feasibility studies, advice on application of new technology and engineering solutions to identified problems. Participates in significant management planning, policy and decision-making actions with the exception of those primarily medical nature. Responds to needs of the health care environment and effects changes to benefit of patients, staff, and visitors. Assures continuous operation of essential patient services and rapid response to conditions that interfere with services. Workforce and Position Utilization Supervises design and construction projects through subordinate staff, inspects work for professional adequacy and compliance with federal and agency requirements or standard engineering practice. Participates in and supports formal and informal local management sessions including policy review and committees such as Environment of Care, Construction Safety, Infection Prevention, Water Safety, Performance Review Board, and Resources Board. Participates in VISN level activities and committees such as Capital Asset Committee. Strategic Planning and Budgetary Analysis Works with care and service lines to complete the annual Capital Asset Index to identify additional space needs, required renovation to exiting space including coordination of high cost/high technology equipment installation. Works with Planner to formulate the annual Strategic Capital Investment Program (SCIP) submission with forms the basis for capital program for facility and Strategic Plan. Regularly reviews major utility system and associated equipment to assure compliance with regulations, operation standard, and ability to meet medical needs. Identified deficiencies are corrected locally or included as part of a comprehensive plan for agency funding. Incorporates these review and Facility Condition Assessment into the SCIP, considering sequential timing of construction to minimize disruption of essential services and inconvenience to patients and staff. Supervisory Responsibilities Performs administrative and personnel management functions. Provides formal and on the job training and instruction of staff and establishes guidelines and performance expectations. Resolves complex complaints and grievances not resolved by subordinate supervisors. Advises and counsels subordinate supervisors related to work and administrative matters. Provides guidance and relates policy and procedures to all disciplines within the program. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements United States Citizenship. Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education. Candidates must meet one of the following requirements: Bachelor's degree or higher in Engineering or Architecture. To be acceptable, the curriculum must be from a school with at least one curriculum accredited by the Accreditation Board for Engineering and Technology, Engineering Accreditation Commission (excludes engineering technology) or National Council of Architectural Registration Boards curriculum. Examples of acceptable engineering and architectural degrees include, but are not limited to: Electrical Engineering, Mechanical Engineering, Biomedical Engineering, Civil Engineering, Architecture and Architectural Engineering. Titles may vary from educational institutions and change over time; OR Evidence of passing the Fundamentals of Engineering Examination with a bachelor's degree. Evidence can be in the form of an Engineering in Training certificate issued from any State, the District of Columbia, Guam or Puerto Rico, or test results from the National Council of Examiners for Engineering and Surveying (NCEES) identifying a passing score; OR Evidence of current professional registration or licensure as a Professional Engineer or Architect. Evidence of current professional registration or licensure can be from any State, the District of Columbia, Guam or Puerto Rico. Grandfathering Provision. All individuals employed in VHA in this occupational series or in another occupational series performing the duties as described in the qualification standard on the effective date of this qualification standard, are considered to have met all the qualification requirements for the grade held including positive education that is part of the basic requirements of the occupation. For employees who do not meet all the basic requirements of this standard, but met the qualifications applicable to the position at the time they were appointed to the position, the following provisions apply: Employees may be reassigned, promoted up to and including the full performance (journey) level or changed to lower grade within the occupation, but may not be promoted beyond the journeyman level or placed in supervisory or managerial positions. Employees in an occupation that requires a licensure/certification/registration only at higher grade levels must meet the licensure/certification/registration requirement before they can be promoted to those higher grade levels. Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis until they fully meet the basic requirements of the standard. Employees who are converted to title 38 hybrid status under this provision and subsequently leave the occupation lose protected status and must meet the full VA qualification standard requirements in effect at the time of reentry to the occupation. Employees initially grandfathered into this occupation, who subsequently obtain additional education and/or licensure/registration that meet all the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation English Language Proficiency. Healthcare Engineer candidates must be proficient in spoken and written English. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations (GS-14): In addition to the Basic Requirements, applicants must meet the grade level requirements below: Experience. One year of experience equivalent to the next lower grade level (GS-13). Knowledge, Skills, and Abilities (KSAs). Candidates must demonstrate the following KSAs: Knowledge of mechanical, electrical, structural, civil and other engineering/architectural principles, practices and their applications as related to healthcare facilities. Knowledge related to the management of overall healthcare system resources, (i.e., finances, space, equipment, supplies, schedules and staffing). Skill in using effective communication in managing interpersonal relationships with internal and external customers, stakeholders, executive leadership, labor representatives and managers. Skill in balancing multiple responsibilities, setting priorities, delegating tasks and projects, meeting multiple deadlines, analyzing complex organizational problems and developing and implementing effective solutions that result in efficient operations. Skill in applying considerable independent judgment to interpret broad or general national policies and guidelines and adapt/apply them to specific compliant programs at the local healthcare system. Skill in recognizing and assessing evolving scenarios, utilizing initiative, and self-directing and assigning resources to affect resolutions. Skill in complying with national internal and outside regulatory agency and organization (including, but not limited to TJC, OSHA, NFPA, etc.) regulations, requirements, guides, policies, procedures, directives, standards and general medical program requirements as they relate to healthcare engineering. Ability to anticipate, develop and implement strategies in meeting the healthcare system's short-term and long-term strategic goals in a highly fluid environment. Ability to interview candidates for positions, recommend appointments, advancements, or when appropriate, disciplinary actions; evaluate performance and identify continuing education and training needs. References: VA Handbook 5005, Part II, Appendix G72 Healthcare Engineer Qualification Standard The full performance level of this vacancy is GS-14. Physical Requirements: The candidate must possess the physical capabilities to safely operate within an industrial setting and it's accompanying hazards, fit for duty at all times. Must be in satisfactory physical and mental condition capable of donning and utilizing all required personal protective equipment. Work involves walking, standing, climbing, bending, or carrying light items such as inspection/test instruments, small parts, and supplies.
