This position is located in the Department of Homeland Security (DHS) Countering Weapons of Mass Destruction.
The primary purpose of this position is to develop strategies to enable operational partners to prevent weapons of mass destruction use against the Homeland and promote readiness for chemical, biological, radiological, nuclear, and health security threats.
This is a non-bargaining unit position.
Duties
As a Supervisory Management & Program Analyst, GS-0343-15, your typical work assignments may include:
Perform the administrative and human resources management functions for the staff being supervised.
Lead strategic and policy planning initiatives to include interagency and department strategies and implementation plans.
Engage interagency, DHS, and State, Local, tribal, and territorial partners to increase effectiveness of countering weapons of mass destruction and other chemical, biological, radiological, and nuclear threats and challenges.
Conduct internal and external coordination necessary to ensure recommendations presented to the leadership are factual, supportable, and offer the best possible choices among competing resources.

Qualifications
Specialized Experience:
You qualify for the GS-15 grade level if you possess one year of specialized experience, equivalent to the GS-14 grade level in the Federal government, performing duties such as:
Managing and monitoring a system of internal controls that ensure effective and appropriate use of resources.
Possessing broad and authoritative knowledge across the preventing weapons mass destruction and chemical, biological, radiological and nuclear terrorism mission space.
Advising, counseling, and instructing individual employees on both work and administrative matters.
Substitution of education in lieu of specialized experience may not be used for this grade level.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.

This is a Drug Testing Designated Position (TDP) and is covered by the Department of Homeland Security Headquarters Drug-Free Workplace Program. The incumbent is required to sign a Condition of Employment form (for certain positions identified as critical under the drug testing program) and must pass urinalysis testing, as required prior to appointment, reassignment, or transfer, and employee will be subject to random testing while employed with the Department in a TDP.
