This position is located with Bonneville Power Administration, in This position is in the Financial Information Systems (FC) organization of Finance (F). A successful candidate in the Management and Program Analyst (Business) position will serve as a senior business analyst responsible for a specific focus on Operational Excellence, business process analysis, change management/training and process documentation for the Finance function.

Duties

This position will support the IT Disaster Recovery (ITDR), that will develop and deliver solutions to enhance business resiliency and IT continuity capabilities for payroll and accounts payable functions without relying on resources in the Cascadia Subduction Zone hazard area. As a Management and Program Analyst (Business), you will: Provide analysis and recommendations in the planning, development, and implementation of quality management and process improvement initiatives and efforts. Plan, coordinate and facilitate team working sessions to analyze and document/map current state processes, value streams, and business capabilities and future state processes, value streams, and business capabilities. Collaborate with IT developers and subject matter experts to convey the management-approved technical vision and to analyze potential tradeoffs between usability and performance needs; work with appropriate manager/personnel to reconcile and determine acceptable tradeoffs. Draft and recommend key project deliverable documents including requirements, process diagrams, architectural models, workflow maps, project plans, change management plans, standard operating procedures, training, and materials for stakeholder meetings. Monitor progress of assigned projects/assignments to track timelines, milestones, deadlines, standards, and targets, alerting appropriate manager/personnel of any obstacles/potential delays to project timelines, targets or success. Evaluate and assess business capability (process, people, information, technology) change impacts and recommend appropriate change mitigation activities.

SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level, GS-12, in the Federal service. Specialized experience is defined as: 1) providing direction and leadership in process analysis of an organization's business processes and recommending process alternatives or improvements; 2) supporting a project team through the project lifecycle in order to provide deliverables and meet program goals; AND 3) serving as a subject matter expert for change management initiatives in finance areas.
