Duties

The primary purpose of this position is: To serve as the Concepts & Wargaming Operations Manager for Headquarters United States Central Command (HQ USCENTCOM). Responsible for driving the strategic development and integration of innovative concepts and wargaming exercises; conceptualizes, designs, and implements forward thinking-strategies that align the Command and Department of Defense (DoD) Objectives. Duties: Concepts Manager, plans, develops, organizes, assesses, and evaluates the joint concepts for the Analysis & Plans Division. Responsible for the design, planning, development, execution participation, assessment, and post-game analysis of sponsored and supported HQ USCENTCOM wargames. Leads the integration of concepts into HQ USCENTCOM's campaign and operations plans. Participates in seminars meetings, workshops, conferences, panels, scenario development working groups, assessments, studies, concept evaluations, wargames, technical discussions, and forums.

  • This is a Centrally Managed Position in the Operations Career Field. PCS will be paid in accordance with JTR Vol. 2 and applicable Air Force Regulations.
  • Required to obtain and maintain a Top Secret (TS/SCI) security clearance. And must appropriately handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
  • The incumbent may be required to work uncommon tour of duty hours including evenings, weekends, and/or holidays to include overtime and/or emergency overtime.
  • Required frequent travel away from the normal duty station in performance of temporary duty assignment (TDY) to include traveling on military or commercial aircraft and may require travel to the USCENTCOM Area of Responsibility (AOR).

Qualifications

Conditions of Employment Continued: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. This position is Emergency-Essential (EE). The incumbent of this position must meet all requirements of EE positions and may be required as a condition of employment to take a series of vaccinations and annual boosters to immunize against anthrax and other diseases. In the event of a crisis, the incumbent, or designated alternate, must continue to perform the EE duties until relieved by proper authority. The incumbent or designated alternate may be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an EE position and requires the incumbent, or designated alternate, to be removed from any military recall status. While deployed to an overseas location, the EE duties require the incumbent to be issued and carry a firearm; operate a government vehicle during specific authorized situations, and to wear a gas mask and chemical protection gear. Incumbent must obtain and maintain firearms qualification. Incumbent is required to wear the approved Department of Defense (DOD) civilian uniform while deployed. Some of HQ USCENTCOM's AOR has been considered "War Zone" hazardous duty. Lautenberg Amendment: Position requires access to firearms. Persons convicted of a misdemeanor or felony crime of domestic violence may not occupy this position in accordance with the Gun Control Act of 1968, as amended 30 Sep 96. Employee must sign DD Form 2760, Qualification to Possess Firearms or Ammunition. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series, 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge in writing concepts with focus on joint and multi-Service level strategies to shape the future of the Joint Warfighter. Provide expert technical guidance and recommendations to HQ USCENTCOM General and Flag Officers/Senior Executive Service members, clearly articulating HQ USCENTCOMs position on high level matters and execute these approaches through writing and publishing documents applicable to Joint Force and Department of Defense. Mastery level in strategic thinking, synthesis of ideas, analytical reasoning and problem solving with the ability to apply these skills in the identification, analysis and conceptualization of problems and the development of alternative solutions that involve the resolution of conflicting goals and objectives. Ability to write concisely, express thoughts clearly, and develop ideas in a logical sequence. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Extensive knowledge of warfighting concepts development, policies, and directives to plan, understand and develop relationships and guidance to anticipate and prepare materials required to respond to communications from external activities, as well as maintain specific knowledge of responsibilities of concept development to adequately provide support. 2. Knowledge of a wide range of qualitative and/or quantitative methods for the assessment, evaluation criteria, and improvement of joint concepts as they pertain to COCOM plans and procedures for the integration and utilization of emerging and advanced concepts in the conduct of major operations. 3. Mastery knowledge of the Department of Defense Joint Planning Process. Knowledge of current military law, national strategy, national response framework, joint plans, policies, plans and guidance. 4. Comprehensive skills in oral communications to present sensitive information and/or recommendations on complex matters to higher authorities; skilled in written communications sufficient to develop internal procedures and directives dealing with complex issues, organize ideas and present findings in a logical manner well as adverse, criteria for specific issues, and to prepare material complicated by short deadlines and limited information. 5. Expert knowledge of Department of Defense wargaming to include everything from design through post-game analysis. 6. Skills in establishing and leading wargaming exercise planning events, to negotiate and defend ideas and support wargaming and exercise concepts to diverse group of experts from across various functional fields. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
