This position is located in the Small Business Administration, Office of General Counsel in Denver, Colorado. The incumbent is responsible for analyzing problems, reasoning, and providing alternative solutions to complex issues.
Duties
Provides analysis, oversight of OGC's personnel and workforce planning process.
Prepares position descriptions including crediting plans and job analysis recruitment paperwork
Advises senior management on legal, regulatory, and procedural requirements of personnel actions.
Serves as an advisor to the General Counsel and Deputy General Counsels, and other OGC employees in the area of official travel.
Analyze and report on data and measures as it relates to staffing and staffing ceilings.
Work with other professional, technical and administrative personnel on special projects under tight deadlines and competing priorities.
Conducts program review and analysis to determine project or program costs versus budget allocations.
Requirements

Qualifications
GS-13: One year of specialized experience, equivalent to the GS-12 grade level in the Federal service, obtained in either the private or public sector providing a wide range of consultative services on Federal HR processes and programs. This experience must include 3 of 5 of the following activities: (1) providing expert advice, consultation and operational support regarding recruitment and placement, hiring flexibilities, HR project management, hiring authorities, personnel action processing, and using an automated talent acquisition system; (2) acting as a liaison with the Human Resources Office for timely execution of HR-related requests; (3) providing advice and guidance on complex and sensitive personnel management issues;(4) reviewing and analyzing personnel issues, determining costs for priority and category of hiring status, advising and consulting senior leadership for hiring approval for permanent, temporary/term, special employment programs, etc., and, (5) experience with financial management systems, including payroll (and timekeeping) and travel systems.
