Duties

Serves as the Program Integration Branch Chief for the Bay-Delta Office (BDO), responsible for developing and aligning the long-term planning of activities within the BDO consistent with management direction and in coordination with other federal, state, and local efforts, and overseeing staff responsible for office administration, fund and budget administration, and project planning and coordination. -Executes program objectives, goals, and priorities based on knowledge of: Federal Reclamation Law, policies, directives and standards, delegations of authorities; mission and objectives of BDO; natural resources opportunities and constraints; applicable budgetary and funding allocations; and direction from BDO Management, Regional Office, and DC Office. -Articulates and promotes Department of the Interior and Bureau of Reclamation positions on numerous complex, controversial issues to the many affected entities involved in water resources development. -Formulates long and short-term BDO budgets for review and approval by BDO Management. -Administers and tracks all funding BDO receives, obligates, and expends; and ensures BDO Management is kept up-to-date on the overall status of BDO's budget and informed of key issues and proposed resolutions. -Develops detailed plans, goals, and objectives for long-range implementation. -Coordinates the approval and implementation of new or revised water resources plans and policies with entities responsible for policy-driven actions. -Formulates the types and methods of the specific tasks to be accomplished, sequence of work items to be produced, and target dates for accomplishment. Communicates with Federal and state agencies, Tribes, and local governments to develop interagency commitments to plans and programs which overlap into State and Federal jurisdiction and communicates initiatives with private organizations and partners as appropriate. -Integrates Reclamation activities with the diverse entities in the Bay-Delta including the U.S. Fish and Wildlife Service, Natural Resources Conservation Service, Environmental Protection Agency, National Marine Fisheries Service, U.S. Army Corps of Engineers, the Bureau of Land Management, the U.S. Forest Service, the California Department of Fish and Game, numerous other State and local jurisdictions and special interest groups. -Represents Reclamation in meetings, collaborates with high level officials of Federal and State Agencies and representatives of the Governors' Offices in California to advise them on Reclamation policy and actions. -Attends high level conferences and interagency meetings to discuss policy and procedural matters, regulatory guidelines, technical fish and wildlife requirements, engineering problems, economic aspects of development planning, and operation of existing systems. -Allocates work assignments based on priorities, giving consideration to the difficulty and requirements of assignments versus the capabilities of the staff. -Establishes performance standards, accomplishes appraisals, and initiates employee recognition and training actions.

Qualifications

In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume. To qualify at the GS-13, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-12 level in federal service having demonstrated experience supervising or managing a branch, section, or organization that includes strategic planning, operations management, business development, and/or service delivery; managing multiple programs and projects, financial management, acquisition planning, policy guidance, and evaluating and organizing annual program budgets; experience with the principals of planning and project planning. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 03/25/2024.
