The incumbent is an active participant in all the Performance Improvement processes of the MH&BSS using Lean Six Sigma methodologies such as Define, Measure, Analyze, Improve and Control (DMAIC) and Veterans Health Administration's (VHAs) Vision, Analysis, Team, Aim, Map, Measure, Change, Sustain/ Spread (VA-TAMMCS). The incumbent also functions as an Accreditation Manager for the Service.

Duties

The Program Specialist designs and implements reports to perform ongoing data collection and analysis and uses knowledge of Advanced Clinical Access and System Redesign principles to determine organization performance. Duties include but are not limited to: Performs a continuing evaluation and analysis of areas targeted for System Redesign to assess program effectiveness and current status and to identify areas requiring management attention. Data collection and analysis in support of VHA measures and monitors. Oversee activities to improve and maintain performance measures and monitors related to the domain of quality and access. Develop data-driven goals and outcomes to evaluate and document the effectiveness of the many services provided within Mental Health and Behavioral Sciences Service (MH&BSS) as well as coordinate these goals/outcome with MH&BSS based projects. Active participant in all the Performance Improvement processes of the MH&BSS using Lean Six Sigma methodologies such as Define, Measure, Analyze, Improve and Control (DMAIC) and Veterans Health Administration's (VHAs) Vision, Analysis, Team, Aim, Map, Measure, Change, Sustain/ Spread (VA-TAMMCS). Assists Mental Health leadership in responses to Action Items related to MH&BSS performance issues. Functions as an Accreditation Manager for the Service. Responsible for translating standards, policies, theories, and strategies into action. Primary responsibility for training and implementation of accreditation processes to clinicians, management, and all relevant support personnel within their facilities and associated facilities and operations (e.g. home care). Research, find, prepare, analyze, trend and present quality assurance data. Handles the communication with the persons and/or groups within and outside of the organization or office related to performance management. Provides data analysis and trends for the establishment performance standards for the program that promote quality and efficiency in service. Makes recommendations for improving consult management based on their analysis of the data. Maintains program requirements/validation criteria for the facility's Accreditation programs. Prepares and/or reviews reports involving trend analyses and ensures follow-up in these areas. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/12/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Prepares and types reports and correspondence for leadership using correct format, grammar, and spelling. Works closely with the leadership in implementing and evaluating policies, plans, and internal operational systems. Provides cost data and other information for use in major program planning and evaluation activities Responsible for collecting and analyzing data from a variety of sources, measuring results, and reporting findings. Monitoring contract performance, compiling statistics and performing work analysis required for maintaining contracts and justifying renewals. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond one full year of graduate level education. GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade ???????GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Develops recommendations and proposals based on findings and presents final products complete with appropriate background materials. Exercises fiscal responsibility and oversight in the preparation and execution of the product line budget, in managing expenditures, and recommending reallocation of funds based on shifting product line needs. Provides advice and assistance to managers and staff concerning Federal and agency personnel processes and procedures. Performs audits and special studies to evaluate program effectiveness. Advises management and staff on contracting and procurement policies and issues for any specialized programs that have significant impact on the organization. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a PhD. or 3 full years of progressively higher level graduate education leading to such a degree or LL.M, if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related. You will be rated on the following Competencies for this position: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
