About the Position: This is a permanent Supervisory Information Technology (IT) Specialist (PLCYPLN) position with Headquarters, U.S. Army Corps of Engineers (HQUSACE), Chief Information Office at the Government Accountability Office (GAO) building located in Washington, DC. The Office of the Chief Information Officer (CIO) delivers secure and effective Information Technology Solutions and Services to complete missions worldwide.

Duties

Serves as the Deputy CIO/G6 and principal advisor with the responsibility for participating fully with the CIO in planning, organizing, coordinating, controlling, directing, and evaluating the full range of activities of the organization. Uses statistical analysis of historical data, budgetary techniques, and information management/information technology (IM/IT) knowledge to monitor organization functions and each directorate's ability to meet goals and standards. Identifies development and training needs of employees, with particular emphasis on requirements for integrating IT systems related knowledge, skills and abilities, e.g., impact of rapidly expanding office technologies. Develops long-range programs that involve financing of operations, logistical support, budgeting, financial reporting, and internal controls. Serves as the Workforce Proponent Manager for Career Program (CP) 34, and advisor to the Career Program Manager, and other Organizations, on career program policy for Army civilians ranging from the intern level to senior executive service leaders. Prepares justifications for organization structure, manpower, budgetary, and personnel requirements to accomplish assigned mission and functions. Exercises supervision and control of multi-disciplined professional (including supervisory GS-15s and CEIT Director) and technical/clerical personnel.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires that you submit a Financial Disclosure Statement, OGE Form 450, Executive Branch Personnel confidential Financial Disclosure Report upon entrance to this position and annually thereafter.
  • This position requires you must be able to obtain and maintain a Top Secret clearance and is designated non-critical sensitive as defined in DoD 5200.2-R.
  • This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing. Tentatively selected applicants will be required to sign DA Form 5019.
  • A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

Specialized Experience: One year of specialized experience which includes 1) overseeing the planning, direction, and timely execution of information management/information technology (IM/IT) programs; 2) managing, developing and/or executing policies, procedures, standards and regulations that affect enterprise architecture, strategic planning, IT acquisition oversight, governance, capital planning and IT-enabled process reengineering; 3) approving allocation and distribution of funds in the organization's budget; 4) preparing and presenting justifications for organization structure, manpower, budgetary, and personnel requirements to accomplish assigned mission and functions; and 5) performing supervisory/managerial responsibilities, functions, and oversight for the personnel management of a diverse staff. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14). The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: leading others by setting the standards for the quality of work, even in the most difficult and/or high pressure circumstances; reviewing and editing work completed by others to ensure that the quality of work meets acceptable work standards. (2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: using expertise and experience to address complex problems, questions, or complaints; anticipating customer needs and modify the team's work activities, processes, and practices to meet these needs; collaborating across team and outside of own team to organize planning sessions that elicit ideas for improving customer service and support. (3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: clearly explaining and defending complex ideas, appropriately adapting to each audience's level of knowledge; actively listening and clarifying points when presenting highly complex and controversial findings; using well-constructed, fact-based arguments to persuade stakeholders/officials to take action on suggestions for improvement. (4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: providing precedent setting solutions to unique problems not previously encountered; helping team make decisions which are complicated by the number and nature of existing policy, guidelines, and organizational goals; identifying the root causes of problems; developing systemic solutions to address them and prevent them from reoccurring.
