The primary purpose of this position is: To serve as the Chief, Protocol Office, which involves the formulation, implementation, and supervision of all protocol aspects of foreign and domestic visits to the 6th Air Refueling Wing.

Duties

Serves as Chief of Protocol. Exercises supervisory personµel management responsibilities and authority for the protocol office staffed by military and civilians. Serves as principal point of contact for ,natters pertaining to the handling of high-ranking visitors to 6 ARW and for the protocol aspects of conferences hosted by 6th ARW that involve distinguished U.S. and foreign civilian and military conferees. Responds to requests for information and assistance from the spouses of senior leaders as they pertain to spouses' programs, representational social events, official travel, and official gilt exchanges. Maintains custodial control of the Commander's Official Representation Funds (ORF) and Special Morale and Welfare Funds (SM&W).

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes: knowledge of protocol/general protocol to plan/coordinate activities for general officers, distinguished civilians; using a high degree of judgment and discretion in expeditiously responding to taskers, Congressional inquiries, and correspondence; DoD regulations on financial management in order to allocate and distribute contingency, appropriated, and non-appropriated funds usage and the ability to coordinate their expenditure. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a written and oral communication methods and techniques and skill in applying this knowledge in directing the protocol function. 2. Knowledge of national and international protocol in order to plan and conduct itineraries for visits by distinguished visitors (DVs), skill in tailoring each itinerary to insure that the highest degree of official recognition is accorded each visitor, and skill in applying guides in order to plan and direct all aspects of related social functions. 3. Knowledge of the organization structure and function of base and mission partner activities to coordinate all aspects of itineraries. 4. Knowledge of area attractions, restaurants, entertainment facilities in order to arrange official functions, tours, and other activities. 5. Knowledge of a full range of personnel management policies, practices, and procedures including methods used to establish program objectives or performance goals and assess progress toward their achievement. 6. Ability to plan, organize, and direct the functions and staff of an organization, lead others in projects, and to negotiate effectively with management to accept and implement recommendations. Ability to communicate effectively both orally and in writing, negotiate complex issues, and maintain good working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
