About the Position: This position is under the supervision of the US Army Field Support Brigade, Support Operations located at Fort Cavazos, TX.
Duties
Interprets budget policies, directives, and regulations received from higher headquarters, and publishes local implementing directives.
Provides guidance to other budget analysts in the compilation, review, and development of recommendations for consideration by Army Sustainment Command (ASC).
Develops recommended distribution of resource guidance for organizational elements and subordinate echelons involved in formulation of the budget.
Provides budget and technical leadership for the development of cost estimates associated with long-range multi-year studies.
Evaluates programmed distribution of available funds submitted by program directors against mission and workload objectives to ensure proper balance of funds distributed to support mission requirements.
Analyzes trends in fund utilization, and prepares status reports depicting causes for major deviations from programmed targets.
Analyzes utilization of annual funding programs, quarterly allotments, reimbursable programs, and status of stock fund sales and acquisition authority levels.
Ensures distribution of approved operating budget and allocation of funds received from higher headquarters is in accordance with approved programs
Utilizes financial and Logistics systems including Automated Time, Attendance, and Production System (ATAAPS); General Fund Enterprise Business System (GFEBS).
Serves as GFEBS and GCSS-A user, and acts as coordinator for training and access to both systems.
Creates system queries in various financial systems and is responsible for analyzes problems and produces reports in all systems including AXOL for all purchase card transactions.
Analyzes program and budget guidance and instructions from higher headquarters to determine impact on operation.
Ensures appropriate financial management procedures are followed which provide for continual review and surveillance of fund distributions, floors, and limitations to minimize violations of the U.S. Code
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Position requires incumbent to obtain and maintain a secret security clearance.
- Position may require Temporary Duty (TDY) travel approximately 5-10% of the time.
- FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d.

Specialized Experience: One year of specialized experience which includes experience such as: provide guidance to management officials on budgetary matters; analyze trends in fund utilization to ensure proper balance of funds; and utilizing financial systems such as a General Fund Business System (GFEBS) to analyze data pertaining t budgets. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
