About the Position: Serves as a lead action officer for USSOUTHCOM operational and/or foreign military interaction exercises. This position is assigned to the Training and Exercises Division, Exercises and Coalition Affairs Directorate, Headquarters, United States Southern Command (USSOUTHCOM), Miami, Florida.

Duties

Lead the efforts of USSOUTHCOM Headquarters, subordinate and participating commands at the O5/GS13 level to develop and synchronize scenario actions and meet the Combatant Commander's exercise objectives. Coordinate the Exercise Directive (EXDIR) which identifies the mission, operational concept, training objectives, funding levels, and support requirements for the staff, components, and assigned/attached forces for exercise planning and execution. Develop exercise concepts, objectives, control plans and milestones which improves the performance of USSOUTHCOM Enterprise to execute real-world contingency plans and to refine posture decisions and standard operating procedures. Identify exercise design, lessons learned and maintains historical record for implementation of corrective action in future training events. Coordinate and publish exercise directives and collates lessons learned and after-action reviews. Assist in the development of new approaches to the training and exercise program and provide recommendation to refine the guidelines provided.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret Security clearance.
  • This position has a mandatory drug testing requirement. Employee must pass screening for illegal drug use prior to appointment and subsequent periodic drug screening thereafter.
  • This position is covered by the Civilian Drug Abuse Testing Program. Incumbent is required to sign a DA Form 5019-R "Condition of Employment for certain civilian positions identified as critical under the drug abuse testing program".
  • Temporary Duty Travel (TDY) of at least 30% of the time away from home station.
  • Position may be filled as a term appointment NTE 5 years. Term appointments may be extended beyond six (6) years, up to eight (8) years. With DoD approval, term appointments may be extended beyond eight (8) years.
  • Current permanent Federal employees (to include permanent Army employees) applying for a term appointment will be appointed/converted into a term appointment with no statutory return rights back to a permanent position.

Specialized Experience: One year of specialized experience which includes coordinating joint and combined military operational exercises in support of national military strategy, combatant command campaign plan and pertinent concept and operational plans; interpreting guidance to develop training and exercises programs to meet military objectives; and analyzing after action reports for lesson learned and for implementation of corrective action for future exercises. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). You will be evaluated on the basis of your level of competency in the following areas: Organizational AwarenessPlanning and EvaluatingTraining Program Evaluation Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
