The Program Specialist position reports to the Chief and Assistant Chief, Business Management Service (BMS). Incumbent will provide analytical data research, analytical executive support and electronic reporting modalities to BMS managers in the coordination, evaluation, documentation and reporting of Business Office functions such as patient flow, utilization management, ICB, workload, bed control, etc., and perform auditing services to ensure compliance with Federal regulations and policy.
Duties
Major Duties include, but are not limited to:
Coordinate ongoing data collection and perform analysis to determine optimal organizational performance.
Assess the productivity, effectiveness, and efficiency of the program operations and recommend resolution of problems in a full range of administrative activities.
Monitor and evaluate the overall effectiveness of the program.
Provide technical expertise in collaboration with persons from other offices within and outside current office.
Performs a wide range of budgetary program management functions.
Perform administration, human resources management, procurement, management and program analysis, office support, property management, purchase card and personnel management functions in administering the facility operational programs.
Assist in strategic planning operations.
Develop technical data, estimates, statistics, and suggestions which may be useful to higher management.
Collect, analyze and transmit work performance and man-hour data for use by management.
Review and approve specific plans and procedures prepared by subordinate staff and/or supervisors.
Maintain and organize contract files hard copies and electronically in database.
Maintain authorizations for obligations and expenditures of funds and renews contract obligations for budget.
Manage contracting and procurement for small procurements that require varying approaches.
Maintains a COR II for procurements, and/or maintaining procurement and contracting records.
Manage all administrative functions and collaborate with the other senior leadership in providing day-today direction and oversight of various administrative operations.
Utilize available data to determine current performance and develops and implements local performance measures as needed to assess current status and determine areas targeted for improved effectiveness and efficiencies of Business Office practices.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/12/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of the principles, procedures, and tools of data management, such as modeling techniques, data backup, data recovery, data dictionaries, data warehousing, data mining, data disposal, and data standardization processes; gathers, organizes, and maintains information; determines its importance and accuracy, and communicates it by a variety of methods; knowledge and application of contract administration principles and practices; knowledge of planning, coordination, and execution of business functions, resource allocation, and production.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or a related LL.M. This education demonstrates the knowledge, skills, and abilities necessary to do the work of this position and was obtained from an accredited college or university. Physical Requirements: The work is primarily sedentary. The employee sits comfortably to do the work. However, there may be some walking, standing, or carrying of light items such as manuals or files. The work does not require special physical demands.
