This position is part of the Office of Intelligence and Counterintelligence, Department of Energy. As a IT Cybersecurity Specialist (CYBERMGT), you will be provide independent authoritative cybersecurity guidance, management services, advice, and recommendations to Department of Energy (DOE) leadership and as appropriate, to officials of other Federal agencies and DOE stakeholder organizations whose work requires their use of or interface with DOE Information Technology systems.

Duties

This is an Excepted Service position. This appointment will not confer Competitive Service career-conditional or career tenure status. This means that if you are selected, you would have to compete with other applicants in open competition to meet requirements for another Federal position, unless you meet the requirements for reinstatement. Applicants who voluntarily convert from the competitive service, Senior Executive Service, or other pay systems to a non-time limited appointment under this excepted service authority are not afforded "fallback rights" to the pay system previously assigned prior to conversion. At the full performance level GS-14, Information Technology Specialist, you will: Lead in the development and writing of cybersecurity policies for the organization. Review and assess authorization packages for systems within the organization's Risk Management Framework (RMF) process. Provide recommendations on implementation strategies and policy recommendations based on industry best practices and governing directives. Provide management of the development and implementation of compliance requirements for the organization. Develop information system continuous monitoring requirements and implement compliance metrics to tracking organization's overall level of cybersecurity compliance.

• This position has been designated as Special-Sensitive (High Risk) and requires a security clearance at the Q level. The incumbent is required to obtain and maintain this clearance; failure to do so may result in separation from federal service.
• In addition, the incumbent is required to obtain and maintain a Sensitive Compartmented Information (SCI) security clearance prior to entrance on duty; failure to do so may result in separation from federal service.
• The incumbent is required to complete an initial Counterintelligence (CI) evaluation and on a recurring basis, which may include a CI-scope polygraph examination.
• This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing thereafter. Failure to test or a positive result on random drug tests conducted after appointment may result in removal from Federal employment.
• This position does not support 100% remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 2 days per pay period.
• Hiring incentives may be authorized for a highly qualified candidate based on budget availability and in accordance with federal regulations.
• This position is not included in a Bargaining Unit.

Qualifications

BASIC REQUIREMENT: Individuals must have IT-related experience demonstrating each of the four competencies listed below 1. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition to the above, individuals must meet the specialized experience listed below SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-13 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following Using organization strategies to draft cybersecurity policies ensuring data is safe and within compliance. Assisting with analysis of security assessments and provide appropriate recommendations to correct any findings. Assisting with cybersecurity audits to ensure compliance requirements are being meet. Providing guidance and recommendations to stakeholders for the successful achievement of cybersecurity compliance requirements. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment.
