This position is part of the Organization of the Joint Chiefs of Staff. The incumbent assists the Chief in leading military members and directly supervises several civilian personnel responsible for National Joint Operations and Intelligence Center (NJOIC) knowledge management and information technology systems that accomplish 24/7 situational awareness/reporting on worldwide operations and DOD equities.

Duties

As a SUPERVISORY OPERATIONS ACTION OFFICER (AUTOMATION) at the GS-0301-14 some of your typical work assignments may include: Lead global situational awareness (SA) maintenance by fusing the Global Command and Control System-Joint (GCCS-J) Family of Programs, Agile Client, JC2 CUI, multiple internal and external data sources, and leadership input into an aggregated SA picture that can support providing input to decision-making processes and provision of military advice. Directly supervise several civilian personnel providing mission-oriented business process support and a few employees in the Current Operations Division day staff providing information technology and knowledge management support. Identifies developmental and training needs of subordinate employees with emphasis on integrating information systems related knowledge, skills, abilities, and identifying requirements, plans for, organizes, and distributes personnel resources. Supervise data from combatant commands and developing and executing tactics, techniques, and procedures for integrating these concepts and associated initiatives with Standard Operating Procedures (SOPs) for joint and multinational task forces, concepts of operations, employment, and task messages. Exercises overall responsibility for the formulation, development, administration and execution of NJOIC information systems objectives, policies, programs, and projects for the Current Operations Division. Management and information technology systems staff adviser and consultant for the current operations division, establishes and maintains personal contacts with senior leadership along with key stakeholders in the Defense Information Systems Agency, Combatant Commands and Services, and other higher echelons within the Joint Staff. Develops timely, relevant, and accurate information in making informed decisions and provide the best military advice to the Secretary of Defense, National Security Council, and the President. Provides primary Joint Staff surge capacity for real-world crisis response, tracking, and senior leader information flow.

Qualifications

You may qualify at the GS-14, if you fulfill the following qualifications: Managing IT planning and coordination efforts to develop and deliver systems and services that are responsive to the needs of operations teams; Responding to current and future mission requirements through the optimal delivery of knowledge management and IT systems and services; Exercising full discretion in regards to methods, procedures, and approaches to accomplish mission objectives; Performing long-range planning, anticipating changes in the workload or projects; Assessing the impact that new policies, decreased resources, and/or new program emphases would have on operations/staffing; Implementing depot goals and objectives; Independently exercising initiative and judgment in planning, managing, and coordinating the various mission activities. One year of specialized experience equivalent to the GS-13 grade level in the Federal service: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Substitution of education may not be used in lieu of specialized experience for this grade level.
