About the Position: Serves as Operation and Maintenance (O&M) Program Manager, responsible for the overall coordination of assigned program. Implements corporate decisions, guidance, laws, regulations, and policy in the development of the program and intermediate products. Negotiates and integrates all District functions such as planning, design, cost engineering, construction, real estate, and contracting with a broad range of sponsor and customer needs.

Duties

Develops and/or coordinates a broad range of activities covering a variety of complex facilities in a sizeable geographic area. Monitors program execution, evaluates performance, determines cause for deviations from schedules, and implements necessary programmatic changes and funding adjustments in coordination with program and Operations Project Managers. Provides leadership to a multi-disciplined Project Delivery Team and assures that projects stay focused on customer requirements with the Project Management Plan and approved business process. Assists Operations Division personnel in all areas of budget development for the Planning, Programs and Project Management Branch. Coordinates Operation and Maintenance activities with other District organizations, external U.S. Army Corps of Engineers (USACE) offices, and other agencies. Actively works to resolve difficult and complex issues that OPM's staff are unable to resolve. Analyzes, reviews, and recommends Civil Works programming and reprogramming activities, exercising responsibility for the interpretation of Civil Works budget directives requiring reprogramming actions.

Specialized Experience for GS-12: One year of specialized experience which includes assisting in the development, preparation and submission of Civil Works Operation and Maintenance (O&M) program and program data for budgetary proposals and changes; using budgetary reports; appraising budget development operations to ensure that the O&M program is being effectively executed as scheduled; serving as the principal source of information for the Operation and Maintenance program with regards to highly challenging and complicated issues. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
