About the Position: Serves as a senior specialist with responsibility for completing economic studies and analyses and certain economic-related social studies which are critical to the planning and evaluation of civil works projects in the district.

Duties

Completes required data/information identification and collection; data interpretation and assessment of reliability and applicability; development of the methodology for specific assignments. Prepares draft reports presenting the study results including the economic and economic-related social impacts, data, methods used, analysis, and results. Performs sensitivity analysis and makes projections of future conditions involving a familiarity and experience with projection techniques and independent source projections for fundamental indicators. Develops resources needed to accomplish assigned studies in terms of scheduling, funding requirements, manpower, contracts, and ADP requirements. Participates in preparation of government cost estimates, contract negotiations, and the subsequent monitoring and review of work performed under contract. Prepares economic analysis and reviews previous reports to update the feasibility of authorized projects with responsibility for pointing out where previous assumptions and conclusions no longer apply.

Individual Occupational Requirement for Economist (0110) series: a bachelor's degree (or higher degree) in economics that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. OR a combination of education and experience which includes courses equivalent to a major in economics, as shown above, plus appropriate experience or additional education. (Note: You must submit copies of ALL relevant transcripts with your application.) In addition to meeting the individual occupational requirement above, you must also meet the qualification requirements listed below to qualify for this position. GS-11 Specialized Experience: One year of specialized experience which includes conducting economic analysis using automation software and statistical methods; compiling and maintaining data sets used for market analysis; and preparing studies and analytical reports on economic studies of a complex nature for a specific business or service; providing briefs to internal and external stake holders on economic data and impacts of service. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education (minimum 54 semester hours) leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Economics, Accounting, Applied Mathematics, International Business, Public Policy Analysis, or Statistics. (Note: You must submit copies of ALL relevant transcripts with your application.) OR Combination of Education and Experience: May be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. (Note: You must submit copies of ALL relevant transcripts with your application.) GS-09 Specialized Experience: One year of specialized experience which includes conducting individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusions, and report preparation; and completing supervisory or project coordination assignments requiring the evaluation and interpretation of economic information. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education (minimum 36 semester hours) leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Economics, Accounting, Applied Mathematics, International Business, Public Policy Analysis, or Statistics. (Note: You must submit copies of ALL relevant transcripts with your application.) OR Combination of Education and Experience: May be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
