This position is being filled under the Direct Hire Authority for Post-Secondary Students and Recent Graduates.
About the Position: Planning, executing, and finalizing specific study assignments for projects that range from complex multi-purpose projects to smaller single-purpose projects. Benefits analyses pertain to channel and harbor, ecosystem restoration, flood control, hydropower, municipal and industrial water supply, marinas, water quality, recreation and other related functions.
Duties
Conduct analyses of the economic costs, benefits, feasibility and impacts of proposed District projects.
In coordination with the senior economist, develop and apply both qualitative and quantitative research and analytic designs and methods for specific assignments in conducting economic studies.
Complete economic evaluation studies and assessments, as well as other types of socio-economic analyses.
Prepare written memoranda, study documentation, and formal reports to present and describe the components of each analysis and study conducted.
Communicate with project team to present and discuss economic elements of projects with public.
Participate as a member of interdisciplinary project teams which involves an understanding of other technical disciplines.
Coordinate assigned studies with District project managers and other technical units to ensure effective completion.

Who May Apply: To be eligible for consideration you must meet the definition of recent graduate as defined below:
Recent Graduate: a person who was awarded a degree by an institution of higher education not more than two years before the date of the appointment of the applicant. Exception: For a person who has completed a period of obligated service in a uniformed service of more than four years, the degree may be awarded by an institution of higher education not more than six years before the date of the appointment of the applicant.
Applicants can be selected at the GS-09 or GS-11 grade level. The target grade of this position is GS-11.
After Program completion, Department of the Army Recent Graduates MAY be converted to a permanent position or to a term position (a project-based term of employment lasting between one and four years).
To be eligible for conversion to a permanent or term position, Recent Graduates must:

Successfully complete all the requirements of the Recent Graduate Program as defined in the Agency Participant Agreement.
Demonstrate successful job performance.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. GS-09 Specialized Experience: One year of analyzing, evaluating, and preparing financial reports on economic and social inputs to the plan formulation process including projection of needs, assessment of impacts, and evaluation of alternative plans. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education (minimum 36 graduate-level semester hours) in a field which demonstrates the knowledge, skills and abilities necessary to do the work of the position, such as Economics. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of qualifying experience by 12. Then divide your total number of completed graduate-level semester hours (or equivalent) beyond the first year (total graduate-level semester hours minus 18) by 18. Add the two percentages. (Note: You must submit all relevant transcripts with your application.)
GS-11 Specialized Experience: One year of gathering, researching, and analyzing economic data related to water resource projects; conducting economic studies examining the feasibility of various alternative plans and documenting respective findings to support recommendations within the decision document. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education (minimum 54 graduate-level semester hours) in a field which demonstrates the knowledge, skills and abilities necessary to do the work of the position, such as Economics. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. In addition to meeting the specialized experience and/or education listed above, the 0110 Economist series has an individual occupational requirement (IOR) that must also be met to qualify for this position.
Individual Occupational Requirement for Economist (0110) series: a bachelor's degree (or higher degree) in economics that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. OR a combination of education and experience which includes courses equivalent to a major in economics, as shown above, plus appropriate experience or additional education.
