This position is for an Administrative Officer (AO) for the Mental Health Service Line (MHSL) at the Richmond VA Medical Center. The AO reports to the Chief of the MHSL and serves as the administrative manager of multiple clinical service lines. The AO facilitates the administrative management of the health care delivery system on its mission and vision by providing oversight and staff assistance on administrative matters to include staffing, education and patient care.
Duties
Duties and responsibilities for this position include, but are not limited to, the following:
Develops and issues direction/procedures to clinic staff as well providing advice and recommendations to the MHSL Chief on the need for revisions to MHSL's policies and regulations.
Maintains policies including budget and fiscal management; supply service and equipment procurement; personnel and workforce utilization; contract negotiation; construction and renovation; and space utilization.
Responsible for developing, providing, and coordinating operational program implementations for the clinical service line after review of new and updated directives, protocols, and policies.
Reviews internal systems to ensure that both clinical and administrative activities comply with agency, accrediting and regulatory requirements.
Maintains program requirements/validation criteria for assigned organizations and MHSL supervisors· and staff members to participate in cyclic or special evaluations.
Performs work coordinating projects for the development and implementation of Mental Health programs.
Performs duties associated with MH hiring initiatives including the utilization of HR Smart Manager SelfService (MSS); the completion of hiring and onboarding documents; RMC submissions and tracking; and updates to the MH strength and organizational charts.
The incumbent also serves as an additional ADPAC for the MHSL with responsibility for the management of the computer applications designed specifically for automation of the Service.
Responsible for the formulation and execution of the budget including salaries, travel, supplies, equipment and all other general operating expenses.
Manage procurement and contracting, including initiating procurement requests, preparing statements of work, serving on acquisition team, participating in source selection process, serving as a COR, and/or maintaining procurement and contracting records as well as authority for fund control points (FCP) associated with MHSL.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Time-In-Grade Requirement:
GS-09
Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. To qualify based on education for this grade level you must have a Master's or equivalent level graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D, if related.
Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond that supports qualifying at this level.
You may qualify at a GS-11 based on your experience, education or a combination of as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization.

Physical Requirements: The work is primarily sedentary in nature. Typically, the incumbent will sit to preform work functions, but there may be some walking, standing, reaching, stooping, bending, kneeling, crouching or carrying light items.
